Puerto Princesa, national agencies establish Real Property Management System

The City Government of Puerto Princess and national government agencies formalized the inter-agency partnership and the establishment of the Real Property Management System thru the signing of a Memorandum of Agreement on Thursday.

The partnership was formed by the city government together with the Department of Natural Resources (DENR), Department of Agrarian Reform (DAR), National Commission on Indigenous People (NCIP) Bureau of Internal Revenue (BIR), Commission on Audit (COA) and Land Registration Administration (LRA).

City Mayor Lucilo R. Bayron was represented by City Administrator, Atty. Arnel Pedrosa. Other members of the inter-agency partnership were Community Environment and Natural Resources Officer (CENRO) Felizardo Cayatoc of DENR, District No. 36 head Lorenzo Delos Santos of BIR, Municipal Agrarian Reform Officer (MARO) Jesusila Ladica-Magdayao of DAR, Atty. Ma. Rachel Dilig of LRA, Provincial head, Engr. Roldan Parangue of NCIP. Witnessing the MOA signing were Rodulf Garaez of COA and Deputy Chief of Party Bryan James Matibag of the United States Agency for International Development (USAID).

The inter-agency partnership was made possible through the formulation of MOA, less than two years after the creation of the City’s Assets Management Team on August 22, 2017. The membership of the team was expanded through an Executive Order (EO) issued by Mayor Bayron on February 4, 2018.

Demetrio “Toto” Alvior Jr. of the City Tourism Officer and the chairman of the team explained that the creation paved the way for the city to craft it’s Local Assets Management Action Plan.

The EO directed the team to conduct inventory of all city’s properties, establish database by use of new technologies, increase local investment by utilization and effective use of city-owned assets, among others.

Engr. Joven Baluyot, City Assessor and vice chairman of the inter-agency partnership team said that the MOA signing has strengthened the collaboration of the city government with national agencies. This will also effectively administer and regulate the real property of the city.

All partner agencies manifested their support to all the activities that will make the inter-agency partnership successful.

The LRA made known that their office’s records are always available if requested by the City.

Deputy Chief of Party, Bryan James Matibag of USAID said that this effort of the city in partnering with national agencies, will positively benefit the people and the local economy.

“The initiatives will boost economic development of Puerto Princesa,” he said.

This MOA was made possible through the support of the USAID through Strengthening Urban Resiliency for Growth and Equity (SURGE).
