Dahil sa mga di maipaliwanag sa Quadcom VP Sara, maaring makasuhan ng impeachment

Natukoy ng House Committee on Good Government and Public Accountability, sa pamumuno ni Manila Rep. Joel Chua, ang posibleng batayan—graft, korapsyon, at paglabag sa tiwala ng publiko—na maaaring magresulta sa impeachment laban kay Bise Presidente Sara Duterte.

Lumabas ang mga natuklasan mula sa pagsisiyasat sa umano’y maling paggamit ng confidential funds ng Office of the Vice President (OVP) at ng Department of Education (DepEd).

Nilinaw ni Rep. Chua na isinagawa ang pag-iimbestiga bilang bahagi ng pagtulong sa paggawa ng mga batas at hindi direktang layuning maghain ng impeachment. Gayunpaman, binigyang-diin niya na may ilang natuklasan na nagtataas ng mga katanungan sa pamamahala ng pondo sa ilalim ni Duterte.

Isa sa mga sentrong usapin sa pagsisiyasat ay ang umano’y mabilis na pag gastos ng OVP ng P125 milyon sa confidential funds sa loob lamang ng labing-isang araw noong Disyembre 2022.

Bukod dito, iniulat din na ang DepEd, na pinamumunuan din ni Duterte, ay naglaan ng P15 milyon para sa mga youth training program, ngunit napatunayan ng mga opisyal ng militar at lokal na gobyerno na hindi nila natanggap ang naturang pondo.
Tinukoy rin ng komite ang paggamit ng OVP ng P16 milyon para sa upa ng mga tinatawag na “safe houses.”

Ayon kay Chua, limitado ang mga dokumento na sumusuporta sa mga bayarin para sa mga naturang upa, at karamihan ay may kulang o di-kompletong resibo at kontrata.

Ang mga bayarin ay sinasabing nagkakahalaga ng P250,000 hanggang P1 milyon kada property para sa huling mga araw ng Disyembre 2022, na nagbigay-daan sa mga tanong tungkol sa transparency at pananagutan.

Sa karagdagang imbestigasyon, natuklasan ng Commission on Audit (COA) ang P73.28 milyon mula sa kabuuang P125 milyon ng confidential funds na hindi nagamit nang naaayon, kaya’t inatasan nito si Duterte at iba pang mga opisyal ng OVP na sagutin ang nasabing halaga.
Binigyang-diin ni Chua na ang mga natuklasan na ito ay nagpapakita ng posibleng paglabag sa tiwala ng publiko.

“Isn’t this already a betrayal of public trust?” ani Chua.

“You were entrusted with funds and you didn’t use them properly as directed?” dagdag niya.
Nagbigay ang ulat ng komite ng bagong tensiyon sa pampulitikang usapan sa posisyon ni Duterte.
Bagama’t hindi pa ito direktang nagreresulta sa impeachment, nagpalakas ito ng panawagan para sa mas mahigpit na pagbabantay sa pondo ng gobyerno, lalo na sa mga itinuturing na confidential.
