Palaweño PWDs to receive P1000 birthday cash gift

Granting P1,000 cash gifts to the registered person with disabilities (PWD’s) in the Province of Palawan on their birthdays is being pushed in the Provincial Board.

A P1,000 cash grant to Persons WIth Disabilities (PWDs) on their birthdays is being pushed in the Provincial Board.

The proposed ordinance that is jointly referred to the Committee on Appropriations and Social Services was initiated by Board Member Sharon Abiog-Onda during their 22nd Regular Session.

In the draft ordinance, she cited the need to implement RA 7277 or the “Magna Carta for Disabled Persons” as amended, which “was enacted to strengthen the rights and privileges of PWD’s and to formulate policies that would promote their self-development and rehabilitation.”

The author also underscored that under Section 17 of RA 7160 or the “Local Government Code of 1991,” the local government units are mandated to exercise powers and discharge functions as necessary, appropriate, or incidental to efficient and effective provisions of the basic services and facilities of their constituents.

The qualifications are listed down in Section 2 of the said proposed measure, that is, the beneficiaries of the grant should be a bona fide resident of the Province of Palawan and registered with the Persons With Disability Affairs Office (PDAO) in their respective municipality, duly furnished the Province of Palawan.

In availing of the Birthday Cash Gift, Sections 3 of the proposed Ordinance No. 27-19 states that it shall be released to the registered PWD or to his guardian or attorney-in-fact, within the month of his birthday.

Funds for this purpose will be taken from the executive budget of the province, subject to the usual lawful procedures.

This ordinance will take effect immediately upon approval of the highest policy-making body of Palawan, the Sangguniang Panlalawigan, and the Governor.
