Power producer asks ERC for new computation of electricity supplied to Paleco

Electricity generator Delta P Inc. filed an application with the Energy Regulatory Commission (ERC) for a new formula in the computation of the amount of electricity it supplies to Palawan Electric Cooperative (PALECO) in addition to their existing Power Supply Agreement (PSA) , Wednesday, May 15.

Juanito Baguio VI, representative of Delta P Inc who did the presentation during the public hearing, said that the power generated from the older plant which is under the old PSA contract passes through the 13.2 kv transmission line.

“The old plant, the 16 megawatts plant, will be delivering energy to PALECO through the 13.2 kv transmission line,” he said.

On the other hand, the expansion plant under the new PSA contract generates electricity passing through either the 69 kv or 13.2 kv transmission line.

“It (expansion plant) has the capability to transmit energy either to the 69 kv transmission line or through the 13.2 transmission line,” Baguio added.

There are two meters that are used to measure the energy generated and delivered by Delta P to PALECO, one is inside the premises of Delta P which is called the “summation meter” while the other one is in PALECO called the “billing meter”.

The billing meter is located in PALECO to measure the electricity they receive considering the system loss during transfer in the transmission line of NPC.

“Considering the distance between the plant and the billing meter, there is an expected system loss during transmission of power,” Baguio explained.

Since both plants have the capability to transfer energy through the 13.2 kv transmission line, there is a mix-up of energy measured in the billing meter.

“Everytime na magdedeliver yung new contract sa 13.2 kv transmission line, ‘yun yung nagkakamix-up ‘yung energy from ‘yung sa dalawang contract. So ‘yung purpose ng addendum is to properly account for and properly allocate ‘yung energy na ‘yun, yung mix-up na energy na ‘yun between sa two contracts,” Baguio said in an interview.

The new formula is EOTt = oDPIBM x (oDPISM / (EDBM + oDPISM)) where EOTt is the energy delivered by Delta P from the existing plant as measured in the billing meter in PALECO considering the system loss, oDPISM is the energy generated by the existing plant under the Old PSA while EDBM is the energy generated by the expansion plant under the New PSA.

The ERC application is numbered ERC Case No. 2019-010 RC.

Aside from the proper allocation of energy, with the approval of the application of the new formula, Delta P will be able to collect the portion of the billings from NPC amounting P1.6 million which is held back due to the pending approval of the application.

“NPC is currently withholding an amount of 1.6 million (pesos) as of March 2019,” Baguio added.
