Senator Risa Hontiveros has called for a thorough investigation into the alleged “gentleman’s agreement” between the Duterte administration and China, amid suspicions that it may have compromised the Philippines’ national interest. The call for scrutiny comes after former president Rodrigo Duterte denied the existence of such an agreement, sparking controversy over conflicting claims and potential repercussions for the country’s sovereignty.
“Huwag niya nang ipagtanggol ang best friend niya. Walang napala ang Pilipinas (Stop protecting China. The Philippines got nothing out of it),” Senator Hontiveros stated, urging Duterte to reconsider his stance on China. She highlighted the need for transparency and accountability, especially regarding agreements that could impact the nation’s sovereignty.
The controversy erupted following Duterte’s dismissal of claims of any “gentleman’s agreement” with China, which contradicts previous statements from his administration officials.
Former Palace spokesman Harry Roque recently confirmed the existence of such an agreement, which aimed to prevent further tension in contested waters by limiting the supply of construction materials to the BRP Sierra Madre on Ayungin Shoal.
“Duterte and his men all have conflicting claims. Ang gulo nilang lahat, parang gobyerno niya noong pinuno siya (They’re all disorganized, just like the government during his time),” Senator Hontiveros remarked, criticizing the administration’s lack of coherence on the issue. She stressed the importance of clarifying the details of the alleged agreement and its implications for the Philippines’ territorial integrity.
In response to the controversy, Hontiveros filed Senate Resolution (SR) No. 982, urging the Senate to investigate the matter promptly. She raised concerns that any undisclosed agreements with China could compromise the country’s sovereign rights and security interests.
“It was during his administration that China passed the disastrous fishing ban against Filipino fisherfolk. It was during his time that Chinese Navy vessels armed with missiles chased and harassed Filipino journalists. It was his presidency that made the Philippines look like a Chinese puppet in the eyes of the international community,” Hontiveros stated, highlighting incidents of Chinese aggression during Duterte’s tenure.
Former Supreme Court (SC) Justice Antonio Carpio also weighed in on the controversy, accusing Duterte of surrendering the Philippines’ sovereign rights over Ayungin Shoal under the guise of a “gentleman’s agreement.” Carpio emphasized the need for transparency and accountability in dealing with China’s maritime assertiveness.
The call for an investigation into the alleged agreement comes amid growing concerns over China’s increasing influence in the region and its implications for Philippine sovereignty. Hontiveros stressed the importance of safeguarding the country’s territorial integrity and national interest in all dealings with foreign powers.
