The Provincial Information and Communications Technology Program (PICTP) of the Provincial Government is advocating for the adoption of digital signatures in all official transactions within the capitol using the Philippine National Public Key Infrastructure (PNPKI) developed by the Department of Information and Communications Technology (DICT).
The PICTP, recognizing the numerous benefits of digital signatures in terms of efficiency, security, and convenience, aims to streamline and modernize government processes through the integration of digital technology. By utilizing the PNPKI, which is a system established by the DICT, the provincial government aims to enhance the authentication and integrity of electronic documents and transactions.
“Malaking tulong po ito not just to government agencies but also to public individuals. Kahit nasaang lugar or you are on travel, you can sign a document instantly using your laptop. The good thing about the digital signature na ino-offer ni DICT ay meron po itong four characteristics like integrity, confidentiality, authentication and non- repudiation that makes it different to usual e-signature. Over all, it contributes effectiveness in providing a secure and reliable infrastructure for government communications and transactions,” said Engr. Virgo Pinangay, DICT- Palawan Provincial Officer.
Digital signatures serve as an electronic equivalent of a handwritten signature, providing a secure and tamper-proof method of verifying the authenticity and integrity of digital documents. By implementing the PNPKI system, the capitol will be able to ensure the legitimacy and non-repudiation of government transactions, promoting transparency and accountability.
It reduce the reliance on physical documents, enabling a faster and more efficient workflow. Digital signatures will also enhance security by preventing unauthorized access or modifications to important documents, reducing the risk of fraud and forgery.
The adoption of digital signatures aligns with the government’s broader digital transformation efforts and supports the goal of creating a more digital-savvy society. By embracing digital technologies, the provincial government aims to provide better services to its constituents and improve overall governance.
“Malaking help ang e-signature especially for officers because they can sign documents even though they are on official travel, or nasa meeting outside the office. This way, tuloy pa rin ang processing ng transactions,” said PICTP Program Manager Agnes Alarilla.
