LGUs reminded to comply with Ecological Solid Waste Management Act

In the desire to achieve the objective of the Ecological Solid Waste Management Act and achieve a “Clean and Green Province of Palawan,” the 23 component municipalities and 367 barangays in the province of Palawan were requested to fully comply with the law.

In the proposed resolution of ex-officio Board Member Ferdinand Zaballa to be refiled next week during their regular session, he requested the local government units (LGUs) to engage and adopt all measures to implement the solid waste law.

Citing Section 2 (g), Article I of the Ecological Solid Waste Management Act or the RA 9003, the author explained that the primary enforcement and responsible in the implementation of the Solid Waste Management are retained in the level of LGUs. Zaballa is the Liga ng mga Barangay-Palawan Chapter president.

He pointed out that provision for the promotion of “health and safety” and in “enhancing the right of the people to a balanced ecology,” are all embodied in Section 16 in the General Welfare clause of the Republic Act 7160 or also known as the “Local Government Code of the Philippines.”

“LGUs shall likewise exercise such other powers and discharge such other functions and responsibilities as are necessary, appropriate, or incidental to efficient and effective provision of the basic services facilities such as Solid waste disposal system or environmental management system and services or facilities related to general hygiene and sanitation,” the proposed resolution reads.
