Nilinaw ng Palawan Council for Sustainable Development (PCSD) ang ulat ng isang nasyunal media kaugnay sa umano’y pamumutol ng mga puno sa isang barangay sa El Nido, Palawan, sa loob lamang ng ilang araw para sana sa gaganaping 4th Tapat EGL Motocross Invitational 2026.

Ayon kasi sa artikulo na inilabas ng Philippine Daily Inquirer na may petsang Marso 2, iniulat nito ang umano’y pamumutol ng mga kahoy sa mahigit tatlong ektaryang lupain sa Barangay Villa Libertad upang maging venue ng isang motocross event na bahagi ng pagdiriwang ng ika-110 anibersaryo ng pagkakatatag ng El Nido.

Bagama’t hindi pinangalanan ng pahayagan ang kanilang source sa artikulo, binanggit lamang dito ang mga residente ng Villa Libertad bilang pinanggalingan ng impormasyon, kalakip ang mga larawang ipinadala sa kanila.

Batay rin umano sa nakalap nilang impormasyon, ang tinutukoy na tatlong ektaryang venue ay matatagpuan sa isang “privately owned land.” Binanggit din sa artikulo na ang Brgy. Villa Libertad ay kinikilala bilang isang Managed Resource Protected Area sa ilalim ng National Integrated Protected Areas System o NIPAS kung kaya’t hindi anya basta-basta ang pamumutol ng mga puno sa naturang lugar.

“Local sources indicate that the three-hectare venue is located on privately owned land. However, because Villa Libertad is an identified Managed Resource Protected Area under the National Integrated Protected Areas System (NIPAS), trees cannot be simply cut down,” saad sa artikulo ng PDI na may pamagat na What is the worth of natural resources in El Nido, Palawan?” (Ano nga ba ang halaga ng mga likas na yaman sa El Nido, Palawan?).

Kinuwestyon din sa artikulo ang umano’y naging mabilis na proseso nang pagkuha ng permit upang maisagawa ang aktibidad. Ayon umano sa Forest Management Bureau, ang pagputol ng puno sa isang pribadong lugar ay kinakailangan ng maraming requirements, kabilang na ang letter of application, endorsement mula sa Local Government Unit (LGU), kopya ng titulo ng may-ari, at ilan pang mahahalagang dokumento bago payagan ang anumang aktbidad na may kinalaman sa pagpuputol ng mga puno.

Dahil sa mga impormasyong inilabas, agad ding naglabas ng pahayag ang PCSD. Ayon sa kanila, marami umano sa mga detalyeng nakasaad sa naturang artikulo ay hindi tugma sa resulta ng aktuwal na monitoring inspection na isinagawa ng kanilang District Management Division – North (DMD North) sa nasabing lugar.

Batay kasi sa resulta ng inspeksyon, ang lupain kung saan kinuwestyon sa pahayagan ay isang pang-agrikultura at nasa kategorya bilang Alienable and Disposable (A&D) at hindi umano kabilang sa mga lupaing protektado ng pamahalaan. Dagdag pa rito, sa pagsusuri ng geographical location, lumalabas na ang tinutukoy na lupain ay nasa labas ng El Nido Managed Resource Protected Area (ENMRPA) kung kaya’t ang aktibidad umano na ginagawa ng lokal na pamahalaan ng El Nido ay hindi pasok sa “legally designated protected area.”

“The inspection established that the site in question is classified as Agricultural Land categorized as Alienable and Disposable (A&D) and does not form part of the permanent forest estate. Furthermore, verification of the geographic coordinates established that the site is outside the boundaries of the El Nido Managed Resource Protected Area (ENMRPA). As such, the activity referenced did not occur within the legally designated protected area,” saad sa pahayag ng ahensya.

Nilinaw rin ng ahensya na ang uri ng mga punong pinagpuputol sa lugar ay isang Acacia mangium na isang uri ng punong itinatanim o kaya’y yung mga madalas tumubo sa mga kagubatan at mabilis mag-regenerate at hindi umano kinokonsidira bilang primary forest. Saad pa ng ahensya, hindi rin anya kailanman tinukoy bilang primary forest ang lugar batay na rin sa tala ng National Mapping and Resource Information Authority (NAMRIA).

“Field validation further showed that the diameters of the cut trees ranged from approximately 5 to 20 centimeters. The species identified included Acacia mangium and other vegetation typically associated with secondary growth forest and shrub vegetation, rather than primary forest. Historical land cover records from the National Mapping and Resource Information Authority (NAMRIA) also show that the area has not been classified as primary forest,” ayon pa sa pahayag.

Tungkol naman sa ulat na umano’y tatlong ektarya ang nilinis, sinabi ng PCSD na nasa mahigit 1.5 ektarya lamang ang aktuwal na lawak ng lugar at malayo sa bilang na iniulat ng naturang pahayagan.

“The actual cleared area is measured at approximately 1.5 hectares only, which is significantly lower than the three (3) hectares reported in the article,” paglilinaw ng ahensya.

Dagdag pa, ang lugar ay kabilang sa Terrestrial Multiple Use Zone sa ilalim ng ECAN Map ng El Nido, alinsunod sa Strategic Environmental Plan for Palawan Act o Republic Act No. 7611.

Kaya naman, nais ipaalam ng naturang ahensya sa publiko na ang anumang aktbidad o pagsasagawa ng anumang recreational activities katulad ng motocross event ay kailanman hindi papayagan sa loob ng isang protektadong kagubatan at sa likas na yaman ng Palawan.

Bagama’t kinikilala ng ahensya ang mahalagang papel ng mga mamamahayag sa pagpapalaganap ng mga isyung panlipunan at pangkalikasan, binigyang-diin nito na nararapat lamang na ang mga impormasyon ay tama, beripikado, at nasa wastong konteksto upang maiwasan ang pagkalat ng maling impormasyon sa publiko.

“PCSDS recognizes the media’s significant role in raising public awareness on environmental issues. That role, however, carries with it the responsibility to ensure that information presented to the public is accurate, properly verified, and placed in its correct context.”

Patuloy rin umano ang pakikipag-tulungan ng PCSD sa iba pang ahensya ng gobyerno, mamamahayag, at sa publiko, upang ang anumang gawain o aktbidad sa lalawigan ay sumusunod sa batas pang-kalikasan at nasa prinsipyo ng sustainable development.

Kaugnay nito, nauna nang sinuspende ng Department of Environment and Natural Resources (DENR) ang El Nido Motocross Race Track project dahil na rin sa ilang paglabag, kabilang na ang kabiguang makakuha ng Environmental Compliance Certificate (ECC).
