A breakthrough in law enforcement efforts has led to the arrest of Toring Soldan Likbong, ranked No. 5 in the Municipal Level Most Wanted List. The Palawan Provincial Police Office (PPO) has officially confirmed that Likbong’s apprehension took place on August 18 in Barangay Tiniguiban, Puerto Princesa City.
Likbong, a 47-year-old farmer hailing from Barangay Samariñana, Brookes Point, Palawan, had managed to evade law enforcement for an extended period.
His arrest was the result of a well-coordinated joint operation involving various law enforcement units, including the Roxas Municipal Police Station (MPS), the Provincial Intelligence and Detective Management Unit (PIDMU), 2nd Provincial Mobile Force Company (PMFC), Provincial Investigation Unit (PIU), 401st Brigade Military Police, and the Palawan Highway Patrol Team (PHPT).
The arrest of Likbong was made in accordance with a warrant issued on February 9, 2022, by Judge Emmanuel Quial Artazo of Branch 14 of the Regional Trial Court in Taytay. The warrant marked a crucial step towards addressing the charges that had been levied against Likbong.
Among the charges that Likbong is facing, one pertains to the violation of Republic Act 9851, recognized as the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity, under CC No. 41842. For this charge, a recommended bail amount of P120,000 has been established.
Additionally, Likbong is also confronting charges for the violation of Republic Act 10364, commonly referred to as the Expanded Anti-Trafficking in Persons Act of 2012, under CC No. 41843, with no recommended bail.
