Sangguniang Panlungsod, hindi sinipot ng mga private contractor; Dating contractor, nabayaran ng sobra?

Dismayado ang Sangguniang Panlungsod ng Puerto Princesa dahil hindi na naman sumipot ang mga ipinatawag na private contractors kabilang ang GSMAXX Corporation sa session ngayong araw, Pebrero 8, 2021.

Ayon kay Konsehal Elgin Damasco, ang GSMAXX ang siyang may hawak ng malalaking proyekto ng City Government kabilang ang City Public Market, kaya dapat itong suriin pagdating sa kapasidad nito na tapusin ang proyekto.

“Peoples money po ito wala tayong intensyon dito, gusto natin na matapos ang mga proyekto. Gusto natin malaman ang kapasidad nila pero tila nabalasubas tayo ng kontraktor [GSMAXX].”

Binulgar pa ni Konsehal Damasco na ang Square Meter Trading and Construction Company na contractor noon ng ginagawang Public Market sa Brgy. Matahimik ay nabayaran ng sobra ng City Government. Umabot umano ng mahigit P10M ang sobrang naibayad.

“Yung usapin sa nangyari sa Matahimik, napag-alaman po natin na yung unang contractor, yung Square Meter [Construction] ay sumobra yung binayad ng City Government ayon po sa report ng ating City Accountant.”

Pero paliwanag ng City Accountant, hindi na nila alam ang estado ng ginawang imbestigasyon sa dating kontraktor.

“As of this date, wala pong information ang aming opisina as to the status nung overpayment natin sa Square Meter Trading and Construction. [Pero] in this case, upon termination po ng contract, mayroong not utilized amount yung contractor equivalent to the remaining unconstructed amount na kung titignan, kapag ni-reduce yung equivalent amount doon sa actual accomplishment, maiiwan yung incomplete amount” bahagi ng paliwanag ni Mr. Charlito Padul, City Accountant.

Pero tanong ng konsehal, bakit nagkaroon ng re-bidding pero hindi pa tapos ang imbestigasyon sa dating kontraktor?

Aminado naman ang City Legal na pending pa ang imbestigasyon sa isyu ng Square Meter Construction. Pero nagpadala na umano ng termination letter ang Office of the City Mayor noong 2020.

“I dont know if the Bids and Awards Committee is aware na pending ang investigation. [Ang alam namin] Its not about the over payment, its merely about to investigate on the termination of the contract with the previous contractor,” giit ni Atty. Fatima Chavez mula sa City Legal Office.

Matatandaan na hindi natapos ng contractor ang Public Market sa Brgy. Matahimik dahil umano sa kakulangan ng mga materyales. Nabayaran naman ng City Government ang Square Meter Construction ng 25% mula sa kabuuang P190-Milyon para sa proyekto.

Dahil dito, hiniling ng Sangguniang Panlungsod na imbestigahan ng City Legal Office ang nangyaring over payment sa dating contractor ng Public Market sa Brgy. Matahimik.
