Asean correctional leaders, nagpulong sa palawan para sa reporma sa bilangguan

Pinangunahan ng Bureau of Corrections (BuCor) at Bureau of Jail Management and Penology (BJMP) ang pagsisimula ng Ikalawang ASEAN Regional Correctional Conference (ARCC) noong Pebrero 15, 2025, sa 4-Points by Sheraton Hotel sa Sabang. Ang pagpupulong na ito, na unang beses ginanap sa Pilipinas, ay naglalayong palakasin ang kooperasyon sa reporma sa bilangguan sa rehiyon.

Sa temang “Paghahabi ng ASEAN Regional Corrections Identity: Paglikha ng Iisang Pananaw sa Pagbabago,” pinagsama ng ARCC ang mga pinuno ng correctional system mula sa iba’t ibang bansang ASEAN, kabilang ang Thailand, Indonesia, Singapore, Brunei Darussalam, Cambodia, Vietnam, Laos, Malaysia, Timor-Leste, at Pilipinas. Dumalo rin ang mga kinatawan mula sa internasyonal na organisasyon upang magbahagi ng kaalaman at epektibong estratehiya sa pamamahala ng bilangguan.

Tinalakay sa kumperensya ang mga pangunahing isyu sa correctional system, tulad ng pagsisikip ng mga piitan, rehabilitasyon ng mga bilanggo, reintegrasyon sa lipunan, at seguridad sa loob ng mga pasilidad. Sa pamamagitan ng joint training programs, pagpapalitan ng kaalaman, at pandaigdigang pakikipagtulungan, layunin ng ARCC na makabuo ng mga solusyon upang mapabuti ang kalagayan ng mga piitan sa rehiyon.

Bukod sa mga bansang ASEAN, lumahok din ang mga pandaigdigang organisasyon tulad ng United Nations Office on Drugs and Crime (UNODC), International Committee of the Red Cross (ICRC), Reshape Justice Group, at European Union’s Justice Sector Reform Programme: Governance in Justice (EU-GOJUST).

Matatandaang unang isinagawa ang ARCC sa Langkawi, Malaysia, noong Enero 2024 sa pangunguna ng Malaysian Prison Department (MPD). Ang pagpupulong na ito ay naglatag ng pundasyon para sa mas pinatatag na ASEAN approach sa reporma sa bilangguan.

Habang patuloy na humaharap sa hamon ang mga correctional facilities sa Timog-Silangang Asya, nananatiling mahalaga ang pagtutulungan ng bawat bansa upang makahanap ng epektibo at pangmatagalang solusyon. Inaasahang magtatapos ang ARCC sa pagbuo ng mga konkretong plano na magpapabuti sa pamamahala ng bilangguan at rehabilitasyon ng mga bilanggo sa buong rehiyon ng ASEAN.
