Inaasahang magiging ganap nang batas ang House Bill 6398 o ang Maharlika Investments Fund (MIF) Act, na may layuning gamitin ang pondo ng government financial institution at ipuhunan upang kumita ng malaki sa halip na nakatengga at hindi ito nagagamit.

Isa sa mga nagsusulong upang ito ay kagyat na maging batas ay si Senador Win Gatchalian na nagsasabing sakaling hindi magagamit ang pondo tulad ng sa Bangko Sentral ng Pilipinas, kikita lamang ito ng wala pa sa 3% subalit kung i-invest ito ay tiyak tutubo ng malaki.

 

Sa ilalim ng House Bill 6398, ang initial investment na P250 billion ay mula sa Government Service Insurance System (GSIS), Social Security System (SSS), Land Bank of the Philippines, at Development Bank of the Philippines (DBP), maging ang P25 billion dito ay magmumula sa national government, na kung saan ang annual contribution para dito ay magmumula sa DBP at national budget.

 

Sa isang panayam ng mga mamamahayag, sinabi ni Sen. Gatchalian…” matagal na itong panukala, inaasahang ang pondo na hindi natin nagagamit ay mailaan sa ibang projects at kumita ng malaki.”

 

Ayon sa senador, kinakailangan lamang na tiyaking mailalagak ang salapi sa safe na uri ng pamumunuhan, at marapat na gawing transparent ang mga transaksyon sa publiko.

 

Isa sa mga suhestiyon ng senador na hindi dapat mahaluan ng kurapsyon ang adhikaing naturan, dapat na mapag-aralan ang professional management, check and balance at disclosure.

 

Malaki ang paniniwala ni Gatchalian na handa ang bansa sa pagpasok sa ganitong uri ng transaksyon upang magkaroon ng saysay ang mga nakabimbing pondo ng pamahalaan.
