May trabaho pero walang diploma? ETEEAP ang sagot, ayon kay Marcos

Isang panibagong pinto ng oportunidad ang binuksan para sa mga Pilipinong hindi nakapagtapos ng kolehiyo matapos pangunahan ni Pangulong Ferdinand Marcos Jr. ang paglulunsad ng Implementing Rules and Regulations (IRR) ng Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) sa Malacañang nitong Hunyo 17. Sa ilalim ng bagong batas, maaaring kilalanin ang karanasan bilang kredito tungo sa pagkamit ng diploma.

Tinawag ni Marcos ang pagpapatibay ng Republic Act No. 12124 bilang katuparan ng matagal nang inaasam ng marami.

“As I was reading the brief on this particular — it started as an executive order and then became a law — the word that came into mind immediately, which is also what my comment was to everyone as I walked in: finally,” ani Marcos. “Finally, we have institutionalized what we have been dreaming to be able to do for many, many years.”

Ang ETEEAP ay nagbibigay-daan sa mga kwalipikadong Pilipino na makapagtapos ng kolehiyo gamit ang kanilang karanasan sa trabaho, non-formal training, at informal education, nang hindi kinakailangang dumaan sa tradisyunal na klasrum.

“Because after all, we all understand learning is not confined to the classroom. Often, the most important lessons are learned in the workplace, on shop floors, helping run a family business,” dagdag ng Pangulo.
Sa ilalim ng batas, ang mga aplikante ay kailangang:
* Filipino citizen,
* hindi bababa sa 23 taong gulang,
* high school graduate,

* may hindi bababa sa limang taong karanasan sa trabahong may kaugnayan sa kursong nais tapusin.

Susuriin ang kanilang kakayahan sa pamamagitan ng mga pagsusulit, panayam, skills demonstration, at portfolio review ng mga deputized higher education institutions (HEIs).

Sinabi ng Pangulo na ang batas ay hindi lamang makakatulong sa mga indibidwal kundi sa buong ekonomiya.

“Beyond saving on tuition, books, and time away from work, this law opens doors to higher positions, better income, and more professional opportunities,” ani Marcos.

Hinimok din niya ang publiko na huwag mawalan ng pag-asa sa pagtupad ng kanilang mga pangarap.

“Huwag kayong humintong mangarap. Ang tunay na sukatan ng dunong ay ang kakayahan ninyong harapin ang mga pagsubok upang matupad ang inyong mga pangarap,” aniya.

“Naniniwala po akong patunay kayo na walang limitasyon ang kayang abutin ng bawat Pilipino.”

Iginiit ni Marcos na mahalaga ang papel ng batas sa pagyakap ng mas inklusibong sistema sa edukasyon, na kinikilala ang iba’t ibang pinanggagalingan at estilo ng pagkatuto ng bawat Pilipino.

“This law supports caregivers, mechanics, technicians, and entrepreneurs—people who have long proven their skill. They will now get the recognition that they properly deserve.”

Binigyang diin ng Pangulo na dapat tiyakin ng Commission on Higher Education (CHED) ang maayos na pagpapatupad ng batas.

“Ensure that this law works in practice, not just on paper,” ani Marcos. “Monitor our deputized HEIs and make sure that this effort reaches those who need it most.”

Sa bisa ng bagong IRR, pinapalitan na ng ETEEAP ang dating Executive Order No. 330, at nagiging isang ganap na pambansang programa na may malinaw at pinondohang istruktura.

Ang ETEEAP Act ay sumasalamin sa bagong pananaw ng gobyerno sa edukasyon, hindi lamang ito pribilehiyo, kundi isang karapatang dapat abot-kamay kahit ng mga nasa laylayan. Isa itong pormal na pagkilala na ang kaalaman ay hindi laging nasa papel, kundi nasa karanasan.
