Higit sa Uniporme: Tinig ng Isang Babaeng Kawa; sa 18-Day Campaign to End Violence Against Women

Tuwing hanggang Disyembre 12, ginugunita natin ang 18-Day Campaign to End Violence Against Women sa bisa ng Proclamation No. 1172, s. 2006. Isa itong paalala at panawagan para sa lahat upang tumindig, makinig, at kumilos laban sa anumang uri ng karahasang dinaranas ng kababaihan.

Bilang isang babaeng kawal, madalas kong marinig ang salitang “tapang”. Sa simula, akala ko, ito ay tungkol lamang sa lakas ng loob sa gitna ng panganib. Pero habang tumatagal sa serbisyo, natutunan kong may iba pang mukha ang tapang. Ito ay ang kakayahang makinig, umunawa, at tumindig para sa kapwa, lalo na sa mga walang boses o takot magsalita.

Nakasaad sa Article II, Section 14 ng 1987 Philippine Constitution na “the State shall ensure the fundamental equality before the law of women and men”. Ibig sabihin, hindi sapat na umiwas lamang sa diskriminasyon. May tungkulin tayong itaguyod ang pagkakapantay-pantay sa lahat ng aspeto ng buhay.

Pinagtitibay din ito ng Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) na nilagdaan at pinagtibay ng Pilipinas. Ipinapaalala nito na obligasyon ng bansa at ng bawat isa sa atin na protektahan ang kababaihan laban sa anumang anyo ng karahasan o pang-aapi. Ang mga prinsipyong ito ang nagsisilbing paalala na ang pagtataguyod sa karapatan ng kababaihan ay hindi lamang adhikain. Ito ay batas, tungkulin, at paninindigan.

Ang karahasan laban sa kababaihan ay hindi lang isyung personal. Isa itong sugat ng lipunan. At tulad ng anumang sugat, kailangang gamutin, sa pamamagitan ng pag-unawa, pakikinig, at pagkilos. Sa tahanan man, sa komunidad, sa mga opisina, sa mga organisasyong tulad ng Armed Forces, o kahit saan man tayo naroroon at anuman ang ating propesyon, ang respeto at malasakit ay dapat laging bahagi ng ating kultura at pagkatao.

Sa Philippine Air Force, magkasama sa serbisyo ang mga lalaki at babae, pantay sa tungkulin, pantay sa halaga. Dito ko nakita na ang respeto at pagkakapantay-pantay ay hindi lang ideal, kundi dapat isabuhay araw- araw.

Ang kampanyang ito ay paalala na higit pa sa aming mga ranggo at tungkulin, kami ay mga tagapagtanggol hindi lamang ng himpapawid kundi ng karapatan at dignidad ng bawat mamamayan. Habang suot namin ang unipormeng may dangal, dala rin namin ang tapang na may malasakit.

Ang tunay na lakas ay hindi lamang nasusukat sa mga misyon o operasyon, kundi sa kakayahang tumindig para sa tama at ipaglaban ang karapatan at dignidad ng bawat babae. Dahil sa Philippine Air Force, hindi lang namin pinangangalagaan ang himpapawid. Pinangangalagaan din namin ang dangal, kaligtasan, at karapatan ng bawat babae sa ilalim nito.
