Pagbuo ng Multi-Sector Task Force laban sa pagtaas ng teenage pregnancy sa Palawan, isinusulong

Nakakaalarma na ang pagtaas ng kaso ng teenage pregnancy sa Palawan.

Ito ang iginiit ni Board Member Maria Angela sabando sa ika-79 na regular na sesyon ng Sangguniang Panlalawigan nitong Martes, February 16, 2020. Sa datos noong 2018 sa Bayan ng Roxas, may naitalang 185 teenage pregnancy sa mga nag-e-edad 15-19 taong gulang , habang umabot sa 285 ang naitalang teenage deliveries. Noong 2020 naman, walo (8) ang naitalang teenage pregnancy sa mga edad 10-14 taong gulang, habang siyam (9) ang teenage deliveries. Sa mga nag-e-edad 15-19 taong gulang naman ay 146 ang naitalang teenage pregnancy at 136 ang naitalang teenage deliveries.

Dahil dito ay isinusulong ngayon sa Sangguniang Panlalawigan ng Palawan ang pagbuo ng isang task force dahil para matutukan ang pagtaas ng teenage pregnancy sa lalawigan at pagbibigay ng socio-economic support. Ito ay sa pamamagitan ng Resolution No. 060-21 na may titulong “Urging Governor Jose Ch. Alvarez to create a multi-sectoral task force to halt the rising of teenage pregnancy in Palawan, offering adequate socio-economic support to those who already gave birth and provide funds thereof”.

“In September 2020, the Commission on Population and Development (PopCom) said about 40-50 filipino children age 10 to 14 years old gave birth every week and in on average around 64,000 minors for those 18 years old and below gave birth every year” saad pa niya.

Dahil umano sa maagang pagbubuntis, ang mga babae ay napipilitang gampanan ang mga gawain ng mga nasa hustong gulang na kahit hindi pa handa ang kanilang mga katawan. Ang mga ito umano ay nasasadlak sa kahirapan ng buhay, nagkakaroon ng mantsa sa lipunan dahil sa pagiging batang ina o di kaya ay napipilitang mag-asawa ng maaga.

“Factors ranging biological, social and cultural that cause the rising rate of teenage pregnancy are early sexual debut, lack of access to have comprehensive sex information and education, parents who are identified by adolescence as one preferred source of information on sexual reproductive health information have limited communication skills, lack of access to family planning services, cultural practices of early union, lack of adolescence sexuality, reproductive health policies and its full implementation” giit pa ni Sabando.

Ayon umano sa United Nations Fund for population activities ang pagbubuntis ng kabataan ay delikado sa kalusugan ng ina at ng sanggol.

“I believe that some of the keys to ending teenage pregnancy are comprehensive and age appropriate sexuality education, better access for the adolescence and massive teen pregnancy campaign to parents but not one sector of society can handle the massive social problem of teenage pregnancy and a multi-sectoral group composed of the Local Government concerned , the line government agencies present in their jurisdiction, Sangguniang Kabataan, Church, Media, Academe, Civil society, Family advocacy groups and Homeowners association among others should organize a unified their efforts for the purposes” saad pa ni BM Sabando.

Samantala, kinumpirma naman ni Board Member Modesto Rodriguez na sa mga barangay ay mayroon nang task force kung saan ang pamahalaang panlalawigan ay nakipag-ugnayan sa Bill Gates Foundation para sa paglalagay ng Municipal Optimized Maternal and Child Health Assistance Tracker.

Aniya, ang lalawigan ng Palawan ang isa sa may pinakamataas na kaso ng teenage pregnancy.

Maari umanong isa sa dahilan nito ay ang access ng mga mag-aaral sa mga cyber porn sites lalo na ngayong mayroong COVID-19 pandemic dahil nakatutok sa internet ang mga kabataan.

Sinabi naman ni Board Member Cesareo Benidito, posibleng isang dahilan rin umano nito ay ang mga napapanood na teleserye sa telebisyon kung saan ang mga bida ay mga menor de edad na nagpapamilya na at ito ay ginagaya ng mga kabataan.
Para naman mapag-aralan pa ng husto at makapag-imbita ng mga concerned government agencies tulad ng Provincial HealtH Office, PNP, at iba pa , isinangguni muna ito sa Committee on Health at Committee on Women and Family.
