Palawan Governor, ipinaliwanag ang partehan ng pondo kapag nahati na ang Palawan

Ipinaliwanag ni Palawan Governor Jose Chavez Alvarez ang partehan sa “National Wealth” kapag nadagdagan na ng dalawang probinsiya ang Lalawigan ng Palawan.

Sa kaniyang liham para sa mga Palaweño na may petsang January 8,2020, sinabi nito na sa maraming pagkakataon ay nakipag-ugnayan siya sa ibat-ibang sektor sa lalawigan subalit kaniyang napag-alaman na may mga probisyon pa ang Republic Act 11259, ang batas na lumilikha sa Palawan Del Sur, Palawan Oriental at Palawan Del Norte, na kailangang maipaliwanag.

Aniya, ang partehan ng mga LGU batay sa Local Government Code of 1991, ang probinsiya ay dapat na mabahaginan ng 20%, habang ang munisipyo ay may 45% at ang barangay ay may 35 % na bahagi sa buwis  na manggagaling sa national wealth.

“Kung inyo pong makikita, totoong malaki ang parte ng mga barangay na may likas na yaman, [pero] walang parte ang mga barangay na walang likas na yaman sa kanilang lugar,” dagdag pa ng Gobernador.

Ayon kay Alvarez, sa amyendang nakapaloob sa R.A 11259, ang probinsiya ay magkakaroon ng 60% na parte, sa munisipyo ay 24%, at 16% sa barangay.

“Totoong lumiit ang parte ng barangay na may likas na yaman, ngunit sinadyang nilakihan ang parte ng probinsiya [subalit] gusto ko pong siguraduhin sa inyo na ang pondong mapupunta sa probinsiya ay nakalaan para sa lahat ng barangay na walang parte sa likas na yaman, ito ay ilalagay sa isang “trust fund” para lamang sa mga barangay,” paliwanag pa ni Alvarez.

Pinawi rin niya ang pangamba ng ilan na baka magamit sa hindi tamang paraan ang buwis na makukuha mula sa national wealth.

“Wala po sino mang opisyal o politiko ang maaaring makialam sa pondong ito na nakalaan lamang sa ating mga barangay, ito ay tuwirang ibabahagi sa kanila. Ako po ay naniniwala na ang biyayang galing sa likas na yaman ay dapat pakinabangan ng lahat ng barangay at hindi lamang ng mga barangay kung saan matagtagpuan ito. ‘Hating kapatid’ at ‘sharing ng mga blessings’ para sama-sama ang ating pag-unlad, walang iwanan,” giit pa ng Gobernador.

Sa huli ay umaasa si Governor Alvarez na magiging bukas ang kaisipan ng mga mamamayan dahil ang pag-amyenda umano ag magbibibay ng maraming pagkakataon tungo sa magandang kinabukasan ng mga mahihirap na Palaweno.

Sa May 11, 2020 nakatakda ang plebisito para sa pagdaragdag ng mga probinsiya.
