Tinatawagan ngayon ng pansin ng Palawan NGO Network, Inc. (PNNI) ang mga kinauukulan na aksyunan ang naganap na pagkalbo ng kagubatan sa parteng Victoria-Anepahan Mountain Range (VAMR).

Ayon kay PNNI Executive Director Robert “Bobby” Chan, ang kinaingin na bahagi ng kabundukan ay nasa boarder ng Aramayan at Calategas sa Bayan ng Narra. Nilinis umano ito noong panahon ng Enhanced Community Quarantine (ECQ) kung saan ipinatupad ang inter-town travel at hindi rin pinayagang makapasok kahit ang mga kawani ng PNNI main office na naging pabor umano sa mga illegal loggers at mga kaingero.

“We lost over 50 hectares of forest here and the same is catchment of the newly installed water system of the Provincial Government whom you’d think would be more concerned with guarding its source of water,” ang bahagi ng post ng PNNI noong Hunyo 22 sa kanilang social media account na sa ngayon ay umabot na sa mahigit 500 reactions at 500 shares.

Sinubukan umano ng mga tauhan ng PNNI na nakabase sa Puerto Princesa City na tunguhin ang lugar ngunit hindi sila pinayagang makatawid sa Narra dahil ECQ kaya ang para-enforcer na lamang sa nasabing bayan ang naglakas-loob na tumuloy sa nakalbong bahagi ng bundok, katuwang ang DENR-CENRO.

Batay pa sa post ng PNNI, sa nakarating umanong impormasyon sa kanila ay sinadyang luwagan ang pagbabantay sa nasabing dating semi-old growth forest area upang matapos makaingin ay maihanda sa pagmimina.

“There is talk that enforcement in this area is purposely lax in preparation for allowing mining for gold once the area is cleared of forests,” pahayag ng PNNI.

“…. [S]a nakuha naming impormasyon, gusto nilang minahin diyan ang nickel and gold. Nag-uusap ‘yong tribal communities diyan eh, tingin nila mining eh kasi kini-clear. Tapos, kini-clear ito in patches,” ayon pa kay Chan.

Nakumpiska naman ng PNNI Para-enforcers, katuwang ang DENR-CENRO, ang isang chainsaw na ginamit sa pamumutol ng mga puno sa naturang lugar.

“Ang call namin, is to let the government agencies to enforce the law instead of puro meeting na lang at planning…. They’re spending a lot of time on a MOA for VAMR. Hindi natin kailangan ng MOA on VAMR; we need action and enforcement on the VAMR area,” giit pa ng head ng kalipunan ng mga NGO sa Palawan para sa iba pang ahensiya ng pamahalaan na may hurisdiksyon sa VAMR gaya ng mga lokal na pamahalaan.

Sa hiwalay namang panayam ng Palawan Daily News (PDN) sa tagapagsalita ng Palawan Council for Sustainable Development Staff (PCSDS) na si Jovic Fabello, binanggit niyang sa ganitong isyu ay dapat umaksyon. ang barangay, Lgu Narra at ang DENR-CENRO. Sila naman umano ay nakahandang tumulong sa pag-iimbestiga at pagdakip sa mga sangkot.

Ukol naman sa naging komento ng executive director ng PNNI, ipinabatid niyang nakatakda na sanang magpirmahan ang mga LGUs at mga ahensiyang may hurisdiksyon sa VAMR ngunit naantala dahil sa pagdating ng COVID-19 pandemic.

“Actually kasama ang member’s ng PNNI sa nagpu-push ng VAMR. Halos buo na ang plano at nasa MOA signing na sana. Nagka-COVID 19 pandemic lang kaya naantala ang pirmahan ng MOA,” ayon kay Fabello.

Matatandaang noong nakaraang taon ay iminungkahi ng PCSD Staff na magkaroon ng joint management and governance ang mga Local Government Units (LGUs) sa 164,789 ektaryang sakop ng VAMR na kinapapalooban ng 31 barangay mula sa Lungsod ng Puerto Princesa at mga bayan ng Aborlan, Narra, at Quezon, pawang sa southern Palawan.
