DENR-MIMAROPA, nananawagan sa mga mamumuhunan na alamin muna ang status ng lupa na gustong bilhin sa Palawan

Nananawagan ngayon ang pamunuan ng Department of Environment and Natural Resources (DENR)-MIMAROPA sa mga future investor ng Lalawigan ng Palawan na alamin muna ang status ng lupang ninanais bilhin.

“…[O]ur first advice to land investors–check the status of the property you are eyeing for. Know which classifications of land can be occupied, and take note of legal proofs of ownership from the seller before buying the land,” ang pahayag ng bagong talagang Regional Executive Director ng DENR MIMAROPA na si Ma. Lourdes Ferrer base sa inilabas nilang press statement.

Matatandaang kabilang sa mga kinakaharap na hamon sa Palawan ay ang pag-okupa ng mga illegal settlers sa mga lugar o kalupaan na mahigpit na ipinagbabawal ng gobyerno gaya ng timberland o mangrove area.

Binigyang-diin ni Regional Executive Director Ferrer nakasaad sa Presidential Decree 705 o ang “Revised Forestry Code of the Philippines” na naisabatas noon pang Mayo 19, 1975, na walang indibidwal na maaaring gumamit, manamantala, mag-okupa, mag-may-ari o magsagawa ng anumang aktibidad sa anumang magubat na lupain maliban na lamang kung binigyan siya ng awtorisasyon na gawin iyon sa pamamagitan ng license agreement, sangla, lisensiya, o permit.

Sa pagkaklasipika naman ng mga lupa upang maging alienable and disposable (A & D), ipinaliwanag ng direktor na ang land titles ay hindi makukuha sa pamamagitan lamang ng simpleng pagpapakita ng isang sertipikasyon mula sa Community Environment and Natural Resources Office (CENRO) ukol sa land classification ng isang lugar, at maging tax declaration na pawang para sa lupa at improvements.

“We hope to enlighten the public as we often encounter this issue on land title application. The certification issued by the CENRO as well as tax declarations, are only requirements in showing proof of ownership. They are not in any way, tantamount to a clean title of ownership,” paliwanag niya.

Dagdag pa niya, mahalaga na magkaroon ng due diligence ang mga investor upang maiwasan ang anumang illegal na transaksyon o maanomalyang pagpapatitulo ng real property.

Nangako naman ang tanggapan ng DENR sa rehiyon ng mas malakas at mas buong mga hakbang para sa pangangalaga ng natural na ganda ng Palawan, at hinihikayat ang sinumang nagnanais magkaroon ng lupain sa lalawigan na alamin ang kalagayan ng lupain bago pirmahan ang anumang land investments.

These are the very reasons why we are geared towards tougher protection and conservation efforts, and why we are calling on everybody to do their share in protecting this special piece of land, so that we may judiciously enjoy its most beneficial use, at present and in the future,” pahayag pa ni RED Ferrer.

Maaari namang tumungo sa tanggapan ng DENR MIMAROPA regional o sa provincial at mga community offices para sa anumang paglilinaw o guidance ukol sa land application. Bagamat ang ilang tanggapan ay pansamantalang nakasara sa ngayon dahil sa pagpapatupad ng health standards dahil sa COVID-19, maaari pa rin silang maabot online sa pamamagitan ng mimaroparegion@denr.gov.ph, at (02) 8428 – 3367, 8429-3367 local 2701.
