DSWD distributes SAP to 99.64% of Palawan recipients

The second day of SAP payout in Bgy. Mandaragat, Puerto Princesa City that benefitted around 691 grantees. Photos were taken last May 2.

The Department of Social Welfare and Development (DSWD)-Mimaropa has reached a 96.64 percent accomplishment in Social Amelioration Program (SAP) distribution in the Province of Palawan.

Chatty Decena, regional spokesperson of DSWD-Mimaropa, reported that as of May 14, Palawan reached a near-100% accomplishment while the City of Puerto Princesa is already through with around 36,956 families.

Decena said that 21 in 23 municipalities of the province have fully received the SAP subsidy. These are the towns of Busuanga, Cagayancillo, Linapacan, Magsaysay, Kalayaan, Bataraza, Cuyo, Sofronio Española, Taytay, Dumaran, Quezon, San Vicente, Narra, Aborlan, Brooke’s Point, Dr. Jose Rizal, El Nido, Araceli, Coron, Culion and Roxas.

While the two remaining municipalities that are not yet finished in subsidy distribution are Balabac, that is now in 88.61 percent accomplishment, and Agutaya, 98.38 percent.

DSWD-Regional Spokesperson Decena explained that LGU Balabac faced several challenges like the duplication of entries and its location, because it is one of Palawan’s geographically isolated and disadvantage areas (GIDAs).

“Nagkaroon po kasi ng problema sa list ng beneficiaries doon. Inayos po sa SWAD Palawan so that, hindi na magkakaroon ng duplication. Another reason is that, the Municipality [of Balabac] is one of the Province’s GIDA,” she said.

Decena also explained the reasons for late payout in Agutaya town.

“Same as Balabac po, nagkaroon din ng problema sa pagwi-withdraw ng pera dahil may times po within the payout period, na naubusan ng pera ang bangko; but this is being addressed na po,” she further stated.

But Decena said that they are expecting to have a 100% payout until Sunday or early next week.

And when asked on what they can do about the complaints from some residents of Green Island, Roxas who claimed that they have been promised to receive the subsidy during the second payout, DSWD-Mimaropa Spokesperson said that they have not received such complaints.

She also added that as of press time, they have not yet received any official memorandum regarding the second tranche of SAP payout in areas that are no longer under the ECQ category.

Decena stated that the Office of the President declared already that all places that are not under the ECQ anymore will not be receiving SAP for the second tranche although the lists of the so-called “left out” SAP beneficiaries have been sent by the LGUs to DSWD regional office.

“Consequently, LGUs have submitted names of “left out” or qualified beneficiaries who did not receive SAP on the first tranche. The list po will be forwarded to the DSWD Central Office kung saan sila ang magfo-forward nito sa DBM at DOF upang matingnan po kung ano ang maaaring magawa para sa kanila,” Decena explained.
