DOLE-Palawan, may panawagan sa mga employer ng probinsiya at siyudad

Ipinababatid ni DOLE-Palawan Field Office na simula ngayong araw ay pwede nang tumanggap ang kanilang tanggapan ng report o application mula sa mga apektadong mga establisyimento sa COVID-19.

“Umpisa po March 18, pwede na kaming tumanggap ng reports/application from affected establishments thru e-mail,” ang pagkukumpirma ni DOLE-Palawan Field Officer Luigi Evangelista sa Palawan Daily News (PDN) sa pamamagitan ng text message.

Kaugnay ito sa ipinatutupad ngayong Enhanced Community Quarantine sa buong Luzon na nagresulta sa flexible work arrangement hanggang sa pansamantalang pagsasara ng karamihan sa mga malalaking mga establisyimento, maging sa lungsod at lalawigan ng Palawan, na naging dahilan upang pansalamantalang mawalan ng trabaho ang mga apektadong manggagawa.

Ayon sa pinuno ng DOLE sa lalawigan ng Palawan, maaari itong ipadala ng mga employer o sinumang naatasan ng kompanya sa kanilang official e-mail sa dolepalawanfieldoffice@gmail.com. pagkatapos na mapunan ang “Establishment Report on COVID-19” form na mada-download din sa DOLE central office website.

“Reminder lang naman po naming sa mga employer ay mag-submit [sila] ng tamang report kaugnay sa [tunay na bilang ng mga empleyadong apektado ng] COVID-19,” ani Evangelista.

Sa ngayon umano ay wala pa silang hawak na datus kung ilang mga empleyadong Palawenyo ang apektado sa kasalukuyang sitwasyon sapagkat “magdedepende ito sa isusumiteng report ng mga employer.”

Matatandaang noong ika-4 ng Marso ay may ibinabang panuntunan ang DOLE central office na Labor Advisory No. 09-20 na “Guidelines in the Implementation of flexible Work Arrangement as remedial measure to the Ongoing Outbreak of Corona Virus Disease 2019 (COVID-19)” na ang layunin ay i-assist at gabayan ang mga employer at ang mga empleyado sa pagpapatupad ng iba’t ibang flexible work arrangement bilang “alternative coping mechanism” at “remedial measure.”

At noong ika-16 naman ay ibinaba rin ng DOLE ang Labor Advisory No. 11-20 na “Supplemental Guidelines Relative to the Remedial Measures in view of the ongoing outbreak of Corona Virus Disease 2019.” Dito, maliban sa flexible work arrangement, kabilang din sa sinabing pwedeng ipatupad ng mga kompanya o establisyimento kaugnay sa Code Red Sub-level 2 sa bansa at direktiba ng Pangulong Rodrigo Duterte na Enhanced Community Quarantine (ECQ) ay ang “Outright termination of the services of the employees,” o ang “total closure” ng isang establisyimento.

Kaugnay din sa pansamantalang pagsasara ng ilang tanggapan o mga establisyimento, kahapon, Marso 17, inilabas na mensahe si Labor Sec. Silvestre Bello III sa kanilang website upang magpaalala at makiusap sa mga employer na huwag pabayaan ang kanilang mga trabahante at mga empleyado. Aniya, ito ay pagsusog sa pakiusap ni Pangulo sa mga malalaking kompanya na magbigay ng kanilang bahagi sa pagtugon sa hamong kinakaharap ngayon ng bansa.

“I particularly make this appeal to the owners and managements of Filipino conglomerates like SM, Ayala, Yuchengco, Aboitiz, Metro Pacific, SMC, Summit, Villar, and similar groups companies who can very well take care of their workers and employees for the duration of the enhanced community quarantine,” ayon pa sa statement ng Kalihim.

Sa kanila naman umanong hanay ay nagpaluwal sila ng nasa P180 milyon na emergency employment program sa ilalim ng “Tulong Panghanapbuhay sa ating Disadvantaged/Displaced Workers (TUPAD)” para sa 18,000 informal sector workers at P1.3 million COVID-19 Adjustment Measures Program (CAMP) sa benepisyaryong 250,000 mangagawa. Ang unang alokasyon ng TUPAD ay ibabayad sa ginagawang pag-disinfect ng komunidad sa mga barangay at ang AMP naman ay financial assistance sa quarantine displaced workers.

“In this extraordinary difficult situation under these extraordinary times, our long-enduring partnership and cooperation is more crucial than in any other similar exigencies in the past. Again, we earnestly request the big employers to financially help their employees to tide them over during this public emergency,” aniya.

Pakiusap pa niyang muli na sa mga empleyado na makipagtulungan sa pamahalaan at ang mga employer naman na ipatupad ang mga kinakailangang hakbang upang masawata ang paglaganap ng nakahahawang Corona Virus Disease 2019.
