The City Government has released a memorandum order on Saturday directing the barangay officials to no longer issue home quarantine pass (HQP) to persons who are already permitted by law to be outside their residences during the general community quarantine (GCQ).
Mayor Lucilo Bayron on this memorandum order stated that during travel within Puerto Princesa, checkpoints are not going to require HQP from the authorized persons outside residence (APOR) or those people allowed to report for work based upon the guidelines set by the National inter-Agency Task Force (IATF).
Bayron said presentation of any valid identification cards at the city checkpoints is enough, namely company ID, driver’s license, ID issued to officials and employees of the government, PRC ID, GSIS UMID Card, Postal ID, or any bona fide identification card with the bearer’s picture and personal circumstances.
“However, employees of the private sector are required to present ‘employment certification’ issued by the employer stating that the company is permitted to operate during the GCQ, in addition to the ID,” stated Bayron.
On the other hand, Bayron also stated in the memorandum order that checkpoints located at the boarders during a granted inter-municipality travel, may require further documents in line with the safety protocols and guidelines.
He also reiterated that HQP shall be issued by the barangay only to those working under the sectors allowed to operate during GCQ, whose age is ‘18 to 20’ and ‘60 years up’.
Bayron also noted that persons under certain circumstances, which can be considered as ‘reasonable’, must be issued an HQP.
“Issuing a curfew pass is strongly discouraged. It may only be issued for the most compelling reason,” stated Bayron.
Bayron said this memorandum order is in line with the Executive Order No. 2020-20 or the rules governing the City of Puerto Princesa for the entire GCQ period.
