Pagpapalipad ng drone, mahigpit na ipinagbabawal malapit sa airport

Ipinagbabawal ang pagpapalipad ng drone sa mga lugar na kung saan malapit sa airport at dinadaan ng mga paparating na mga eroplano, ayon sa alituntunin ng Civil Authority of the Philippines (CAAP).

Nitong Biyernes lamang, Disyembre 28, napabalita na may nahuli ang PNP-SWAT Puerto Princesa City na na nagpapalipad ng drone.

“Pinuntahan po ng PNP-SWAT ang nasabing nagpapalipad ng drone at kanila po itong nakita between sa Adventist Hospital at sa Kia Gateway Motors. Bawal po kasi iyon dahil daanan po ng eroplano ang lugar na iyan,” saad ni PO3 Torres.

Dagdag pa ni PO3 Torres na kinausap at pinagsabihan ang nagpapalipad ng drone na hindi na nila pinangalanan.

“Mag-nobyo po ang nagpapalipad, pinagsabihan nalang po sila at kinausap na bawal po ang pagpapalipad sa lugar,” dagdag ni PO3 Torres.

Ayon sa CAAP, ang paglabag sa kanilang regulasyon pwedeng patawan ng Php 300,000 to Php 500,000 na parusa na maaring may kasamang pagkulong.

Nakasaad sa Memorandum Circular 29-15 ng CAAP na ang pagpapalipad ng mga Remotely Piloted Aircraft System o RPAS ay dapat naaayon sa kanilang alituntunin.

Ipinagbabawal ang pagpapalipad ng drone mahigit sa 400 feet ang taas at nasa loob ng 10-kilometer radius ng isang paliparan. Bawal din ang pagpapalipad sa mga matataong lugar katulad ng mga eskwelahan at palengke, sa mga kontroladong airspace katulad nalang sa military bases, maliban na lamang kung awtorisado ito.

Kinakailangang ang drone na lumilipad ay malayo ng 30 meters sa mga kabataan, matatanda at buntis, at nasa line of sight ng nagpapalipad ang kaniyang drone.

Bawal din ang pagpalipad sa gabi, maliban na lamang kung awtorisado ng CAAP.

Maaring makakuha ng RPAS certificate ang mga RPAS commercial operators at ang may ari ng drone na mahigit sa 7 kilograms ang bigat nito.

Hindi na rin kailangang kumuha ng RPAS certificate kung panglibangan lamang ang pagpapalipad at kapag hindi sosobra sa 7 kilograms ang bigat ng drone at mahigpit na sumusunod sa mga regulasyon ng CAAP.

Ang CAAP ay mag issue ng RPAS controller certificate, RPAS registration certificate, RPAS operator certificate at flight permit.

Sa mga katanungan ukol dito, maaring tawagan ang CAAP Puerto Princesa City sa numerong ito (048) 434-49-65 o mag bisita sa kanilang opisina.
