DILG implements SGLG at barangay level

The Department of the Interior and Local Government (DILG) cascaded to the barangays the Seal of Good Local Governance (SGLG) starting this year, in a bid to provide incentives to the barangays that attained high compliance and those with good practices on different programs.

Virgilio Tagle, OIC-City Director of the DILG, said that the inclusion of the barangays this time for the SGLG is to give them incentives, especially those who have been compliant with existing laws.

“Ang SGLG kasi kung titignan natin, yung mga parameters nya. Yung mga hinihinging indicators ay dati ng hinihingi ng mga umiiral na batas. Ito ay pag-formalize na lang para mabigyan ng incentives ang mga barangay. Yung mga hinihingi don ay dati ng ni-rerequire ng batas. Ang maganda dito ay makita natin kung ano ang mga barangay na nag-comply,” he explained.

Tagle said that the legal basis of the SGLG for the Barangays is the DILG Memorandum Circular No. 2018-194 dated November 6, 2019.

Among the assessment areas and indicators include Peace and Order, Financial Administration, and Disaster Preparedness under Core Areas, while Environmental Management, Business Friendliness and Competitiveness, and Social Protection under essential areas. A barangay needs to pass three core areas plus one among the indicators in the essential areas.

Tagle said that the SGLG evaluation of the 66 barangays of Puerto Princesa is now ongoing.

He further explained that since this is the first year of the SGLG involving the barangays, they will pilot some identified compliant barangays. Next year, it will be a full-blast implementation of the SGLG in the barangays.

“Ongoing yung evaluation natin. Piloting pa lang ito para makuha lang natin ang tatlong barangay. Pero next year ay full-blast na ‘yan. Ito ay just to incentivize the good performance ng barangay natin,” he said.

Previously, only the provincial, city and municipal governments were evaluated for the SGLG since it was launched several years ago during the incumbency of the then DILG Secretary Jesse Robredo.

The SGLG originated from the Seal of Good Housekeeping (SGH). It is the DILG’s response to the clamor of the people for integrity and performance in public service. It challenges local governments to continue good governance practices while providing better public services.

The SGLG symbolizes integrity and good performance of local governments. It is a continuing challenge for provincial, city, and municipal governments, and this time, the barangay to do better.

Through a memorandum circular of the DILG said that the SGLG is geared towards institutionalizing a culture of performance among LGUs which utilizes performance information for interventions and actions.
