Amidst the 27th anniversary of Republic Act No. 7611 or the Strategic Environmental Plan (SEP) for Palawan, Palawan Council for Sustainable Development (PCSD) launched its new Online Permitting System under the Biodiversity Resources Assessment Information Network (BRAIN) System Project during its Pre-anniversary Launching Ceremony in SM City Puerto Princesa, Tuesday, June 18.
The PCSD Online Permitting System will enable permit applicants transact online and be able to acquire their permits digitally.
From the video presented by Steve Bautista, IT Specialist of Palawan Council for Sustainable Development Staff (PCSDS), this system will improve the permitting process of applicants through the online digital platform with its features.
The features of the Online Permitting System are: zero personal contact with permitting staff, ensure client satisfaction by speeding up the application process, receive applications within seconds, real-time updates, real-time chat, offline transaction tracking, access to offline files, minimize the use of paper, and improve enforcement of regulatory functions of the PCSD.
The new Online Permitting System was made possible through partnership with United States Agency for International Development (USAID) Protect Wildlife Program.
The implementation of the system adheres on the Republic Act No. 11032 or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018” which aims to provide government services efficiently.
The Online Permitting System is the Phase 1 of the BRAIN System Program of PCSD. The program is a 4-phase project which is currently under development by the PCSDS.
The 2nd phase of the program is the Intelligence, Investigation, Alert and Apprehension Database System, the 3rd phase is the Digital Case Preparation, Case Management, and Evidence Monitoring System, followed by the last phase, the Refinement and Continuous Refinement and Upgrading.
According to Niño Rey Estoya, Director for Environmentally Critical Areas Network (ECAN) Operations, BRAIN has many capabilities that’ll help the functions of PCSD.
“A year or two, we are looking at a fully functional BRAIN system with capabilities for the following: permitting and compliance monitoring, intelligence analysis and alert system, environmental law enforcement case management, public participation through public reporting, local, regional and international inter-agency cooperation, data analysis for research and policy development, and an organized and operational Palawan Enforcement Network who can effectively respond to environmental violations,” said Estoya during the launching of the new permitting system.
