Sa botong 153 pabor, apat na tutol, at isang abstensyon, inaprubahan ng Mababang Kapulungan ng Kongreso nitong Lunes ang House Bill No. 11287 sa ikatlo at pinal na pagbasa—isang panukalang batas na magpapahaba ng termino ng mga halal na barangay at Sangguniang Kabataan (SK) officials mula tatlo tungong anim na taon.

Nakasaad sa panukala ang pag-amyenda sa Section 42 ng Republic Act No. 7160 o Local Government Code of 1991. Sa ilalim nito, isasagawa na lamang ang susunod na barangay at SK elections sa ikalawang Lunes ng Mayo 2029.

Habang inilalarawan ng mga tagasuporta ang panukala bilang hakbang tungo sa “continuity” at mas matatag na lokal na pamamahala, hindi naman ito ligtas sa puna mula sa ilang mga mambabatas, kabilang si Kabataan party-list Rep. Raoul Manuel.

“I’d like to pose this point from a devil’s advocate point of view, Mr. Speaker, because for example, we in the House of Representatives, we only have three-year terms. So does this mean that we also cannot do anything meaningful, especially when Congress is composed of different members, and our mandate is national?” tanong ni Manuel sa kanyang interpelasyon.

Iginiit niya na kung kulang sa oras ang tatlong taong termino para sa mga barangay officials upang maisakatuparan ang kanilang mga tungkulin.
Ngunit para kay Oriental Mindoro Rep. Arnan Panaligan, hindi patas ang paghahambing.

“Well Mr. Speaker, I do not agree with that. It seems like we are comparing apples to oranges; we are different in Congress since we have the resources here. We have to admit that there is a different level with officials here in Congress than those in the barangay,” tugon niya.

Matagal nang itinutulak ang term extension para sa barangay officials sa parehong Kamara at Senado. Noong Agosto 2024, inihayag ni House Speaker Ferdinand Martin Romualdez ang suporta sa anim na taong termino para sa barangay officials.

Aniya, ito’y makatutulong para sa “continuity and projects” at upang “protect barangay officials from politicking.”
Sa Senado, kaparehong layunin ang nais isulong ni Senadora Imee Marcos, subalit sa kanyang Senate Bill No. 2816, apat na taon lamang ang panukalang termino. Aprobado na rin ito ng Senado sa botong 22-0, at itinakda ang susunod na halalan sa unang Lunes ng Oktubre 2027 at tuwing ikaapat na taon matapos nito.

Habang magkaiba ang haba ng termino sa bersyon ng Kamara at Senado, inaasahang idadaan ang panukala sa bicameral conference committee upang plantsahin ang mga hindi tugma na probisyon.

Sa ilalim ng kasalukuyang batas, tatlong taon lamang ang termino ng mga barangay at SK officials.
Gayunman, dahil sa sunod-sunod na postponement ng halalan sa mga nakaraang taon, umaabot na sa limang taon ang panunungkulan ng ilan sa kanila.
