Kamara, aprubado na ang P200 dagdag sahod ng minimum wage earners

Inaprubahan na ng Kamara ang panukalang batas na naglalayong magdagdag ng ₱200 sa arawang sahod ng mga minimum wage earners sa pribadong sektor. Ngunit taliwas sa orihinal na panukala, hindi kasama sa umento ang mga manggagawang sumasahod ng higit sa minimum.
Sa botong 171-1 at walang abstensyon, tuluyang pinagtibay nitong Martes ang House Bill No. 11376 o Wage Hike for Minimum Wage Workers Act.

Ang panukala ay naglalayong itaas ang arawang kita ng mga manggagawa sa ilalim ng minimum wage classification, kabilang na ang mga contractual at sub-contractual workers, sa parehong agricultural at non-agricultural na sektor.

Sa ilalim ng batas, “the daily rate of all minimum wage workers in the private sector, regardless of employment status […] shall be increased by two hundred pesos (P200) per day.”

Bagama’t una itong inilatag bilang across-the-board wage hike, na sana’y sumaklaw sa lahat ng manggagawa sa pribadong sektor, pinili ng Mababang Kapulungan na limitahan ito sa mga tumatanggap lamang ng minimum wage.

Ayon kay Gabriela Party-list Rep. Arlene Brosas,
“The key difference is that the wage hike would apply to minimum wage earners only.”

Sa ganitong pagbabago, hindi makikinabang ang mga manggagawang may regular na sahod na lagpas sa umiiral na minimum wage, kahit na marami sa kanila ang hirap pa ring makasabay sa taas ng bilihin.

Pinapayagan ng panukala ang exemption para sa maliliit na negosyo na mayroong hindi hihigit sa 10 manggagawa, gayundin sa mga establisimyentong naapektuhan ng kalamidad.

May probisyon ding insentibo mula sa Department of Labor and Employment (DOLE) para matulungan ang mga small enterprises sa pagpapatupad ng dagdag sahod.

Nakasaad din sa panukala na hindi maaaring gamitin ang batas na ito para bawasan ang kasalukuyang allowance o benepisyo ng mga manggagawa.

May kalakip na parusa ang hindi susunod: multa mula ₱100,000 hanggang ₱500,000 o pagkakakulong ng dalawa hanggang apat na taon.
Sapat ba ito?

Ang orihinal na panukala ng TUCP party-list ay humihiling ng ₱150 dagdag-sahod para sa lahat ng manggagawa, habang ang Makabayan bloc ay naghain ng ₱750 across-the-board wage hike. Sa Senado naman, mas maliit ang inaprubahang umento na ₱100.

Ngunit sa harap ng patuloy na pagtaas ng presyo ng mga pangunahing bilihin, gasolina, at serbisyo, marami ang nagtatanong kung sapat ba ang ₱200 para sa mga tumatanggap ng minimum wage, at kung makatarungan bang wala man lang ibigay sa iba pang mga manggagawa na hindi rin naman ligtas sa epekto ng inflation.

Sa ngayon ay aabangan pa kung magkakaroon ng pinag-isang bersyon ng panukala ang Kamara at Senado, at kung magkakaron nito ay lalagdaan ni Pres. Marcos upang lubusang maging batas.
