Panukalang P50,000 entry-level salary para sa mga guro, muling isiumite sa kongreso

Sa pagbubukas ng ika-20 Kongreso nitong Hunyo 30, agad na ipinanukala ng mga mambabatas ang muling pagbuhay sa isang panukalang batas na layong itaas sa P50,000 ang buwanang sahod ng mga entry-level na guro sa pampublikong paaralan, isang hakbang na tumutugon sa matagal nang hinaing ukol sa kakulangan sa disenteng kita ng mga frontliners sa sektor ng edukasyon.

Ang House Bill No. 203, na inihain nina ACT Teachers Party-list Rep. Antonio Tinio at Kabataan Party-list Rep. Renee Co, ay naglalayong iangat ang sahod ng Teacher I positions mula sa kasalukuyang Salary Grade 11 o P30,024 kada buwan, patungo sa isang mas “livable” na antas.

“It must be stressed that this level of pay of the main frontliners of education, professionals who went through long years of academic and practical training, amounts to less than the family living wage,” nakasaad sa paliwanag ng panukala.

Ayon sa Ibon Foundation, isang non-profit research group, ang isang pamilyang may limang miyembro sa National Capital Region ay kailangang kumita ng hindi bababa sa P1,217 kada araw, o humigit-kumulang P26,479 kada buwan, upang masabing namumuhay nang disente.

Ngunit ang mga guro sa entry-level ay halos dumidikit sa mismong threshold na ito, kahit pa may karagdagang gastusin sa transportasyon, teaching materials, at iba pa.

“No wonder most teachers would rather work abroad despite the risks and hazards to earn almost thrice or eight times the entry-level salary,” dagdag pa sa explanatory note ng panukala, isang pahayag na sumasalamin sa patuloy na brain drain sa sektor ng edukasyon, kung saan ang mga guro ay mas pinipiling mangibang-bansa upang kumita nang mas malaki.
Bagaman naamyendahan na ang Salary Standardization Law noong 2020 at 2024, iginiit ng mga mambabatas na nananatiling “insufficient” ang kinikita ng mga guro upang mabuhay nang may dignidad.
Ang dating ACT Teachers Party-list Rep. France Castro ay naghain din ng kahalintulad na panukala noong Pebrero 2024, subalit hindi ito umusad bago ang adjournment ng 19th Congress.
Samantala, sa parehong araw ng paghahain ng HB 203, inanunsyo rin ng Department of Labor and Employment (DOLE) ang P50 umento sa daily minimum wage sa Metro Manila. Ngunit tinuligsa ito ng ilang labor groups at sinabing halos hindi nito maaibsan ang kahirapang dinaranas ng mga mangagagawa o “barely making a dent in the poverty faced by workers.”
Naunsyami rin ang House Bill No. 11376 na naglalayong magdagdag ng P200 sa arawang sahod ng mga manggagawa matapos hindi mairatipika ng Kongreso. Sa Senado naman, isang P100 wage hike ang itinulak ngunit nanatili rin itong nakabinbin.
Sa kabuuan, umabot sa 666 panukalang batas at 16 na resolusyon ang isinumite sa unang araw pa lamang ng ika-20 Kongreso. Sa dami ng mga panukalang ito, nananatiling palaisipan kung alin sa mga ito ang tutugunan ng mabilis at seryosong deliberasyon.
