Pitong dating rebelde tumanggap ng tulong-pinansyal mula sa pamahalaan

Tumanggap ng tulong pinansyal kamakailan ang pitong dating miyembro ng New People’s Army (NPA) sa pamamagitan Enhanced-Comprehensive Local Integration Program (E-CLIP) ng pamahalaang nasyunal.

Ang pagkakaloob ng tig-P65,000 na tulong mula sa Department of Interior and Local Government (DILG) ay isinagawa noong ika-31 ng Mayo 2019 sa Governor’s Conference Room ng gusaling Kapitolyo.

Ito ay pinangunahan nina Gob. Jose Ch. Alvarez, DILG Provincial Director Rey S. Maranan, Joint Task Force Peacock Deputy Commander Col. Edwin M. Amadar, Provincial Social Welfare and Development Officer Abigail Ablaña at Provincial Information Office-OIC Ceasar Sammy Magbanua.

Samantala, nakatakda ring tumanggap ang mga nabanggit na benepisyaryo ng karagdagang P25,000 tulong-pangkabuhayan mula naman sa Pamahalaang Panlalawigan sa susunod na buwan sa ilalim ng Local Social Integration Program (LSIP).

Tiniyak ni Gob. Alvarez sa kanyang pakikipag-usap sa mga former rebels na handa ang pamahalaang panlalawigan na sila ay tulungan upang maging matagumpay sa kanilang pagbabalik sa komunidad.

Ayon kay PSWD Officer Ablaña, ilan pa sa mga benepisyong natatanggap ng mga nagbalik-loob sa pamahalaan mula sa Pamahalaang Panlalawigan ay ang libreng pagpapatala sa Philippine Health Insurance Corporation (PhilHealth).

“Kung sila ay mayroong mga hinaharap na mga problema or ‘yung family nila makaka-encounter ng problema in terms of hospitalization, medical needs, binibigyan pa natin sila ng karagdagang tulong-pinansyal,” paglalahad ng hepe ng PSWDO.

Dagdag pa niya, nasa humigit-kumulang 100 formers rebels na ang benepisyaryo ng programang E-CLIP at programang LSIP na sinimulan noong taong 2013.

“Mayroon na tayong na-hire na social workers who are assisting us right now doon sa monitoring ng assistance na provided to the former rebels and their families.”

Mayroon din umanong mga pagsasanay na isinasagawa katuwang ang Technical Education and Skills Development Authority (TESDA) at Department of Agriculture (DA) upang masiguro na magiging matagumpay ang kanilang pagbabalik sa pamilya at komunidad. Aniya, plano rin na magtayo ng halfway house for former rebels.

“Ito ay magiging processing center while inaayos ang kanilang mga financial assistance. Magkakaroon doon ng debriefing and then values formation at skills training kung ano ba yung nakikita nating need na matulungan bago sila bumalik doon sa community.”

Ang mga inisyatibong ito ay bilang tugon sa pagpapadama ng kalinga ng gobyerno sa mga nagbabalik-loob sa pamahalaan upang masiguro ang pagkakaroon ng kaaya-ayang pamumuhay sa kanilang muling partisipasyon sa komunidad.

“Ang mga rebel returnees, we treat them kasi na kliyente natin. Sila kasi mismo ang naging biktima ng circumstances. Sila rin ‘yung mismong nagsabi that they want to return to the folds of our law,” paliwanag ni Gng Ablaña.
