Maraming manggagawa, mawawalan ng trabaho dahil sa COVID pandemic —DOLE Palawan

Nanganganib mawalan ng trabaho ang maraming manggagawang Palaweño sa mga susunod na araw.

Ito ang inihyag ni DOLE Palawan Field Officer Luis Evangelista sa panayam ng Palawan Daily bunsod parin ng nararanasan ngayong krisis dulot ng coronavirus disease 2019 o COVID-19.

Ayon kay Evangelista, may mga employers na kasing pumunta sa kanilang tanggapan at nagsabing plano na nilang magsara muna habang ang iba naman ay nagpapaalam na magbabawas na ng mga tao upang maiwasan ang tuluy-tuloy na pagkalugi ng kanilang mga negosyo.

“Ini-expect ngayon talaga ni DOLE na may mga establisemento na either magsasara talaga sila o temporary shutdown o magbabawas ng mga empleyado. ‘Yan ay anticipated na ni Department of Labor, provided na itong mga establisemento na ito ay susunod sa batas at hindi dapat ura-urada,” kumpirmasyon ni Evangelista sa Palawan Daily.

Pero paglilinaw ni Evangelista, hindi ito basta-basta at may prosesong dapat sundin para dito. Unang-una na anya ay kailangang magsumite ng “Establishment Report Form” ang employers sa DOLE, tatlumpung araw bago magsara ang isang negosyo at dapat ibigay parin ang mga dapat matanggap na halaga ng employees tulad ng “separation pay” at “13th month pay”.

“Mayroon pong kaakibat na obligasyon si employer tulad ng pagbibigay ng separation pay sa mga maaapektuhang empleyado. Hindi po pwedeng hindi magbigay si employer maliban na lamang kung ang idi-deklara ni employer kaya sila magsasara ay bankruptcy,” paliwanag ng opisyal.

Karamihan din anya ng pumunta na sa kanilang tanggapan at nagpahayag na magsasara at magbabawas ng mga empleyado ay nasa sector ng turismo na ngayon sa ilalim ng umiiral na general community quarantine ay hindi parin pinahihintulutang mag-operate.

“Iilan pa lamang naman ang sa mga magsasara pero ‘yung mga magbabawas ng empleyado, ‘yun ‘yung medyo marami-rami narin. Nasa 20 establishments na ‘yung magbabawas ng empleyado base sa kanilang pakikipag-ugnayan sa amin. Iba-iba s’ya pero mataas na porsiyento talaga ay tourism-related establishments kasi sila talaga ang most affected nitong COVID,” dagdag ni Evangelista.

Samantala, pakiusap lang ni Evangelista sa mga employers na siguraduhing maipaalam sa kanilang mga empleyado ang desisyon ng kumpanya at sundin ang proseso ng batas.

“Ipaalam nila sa employees nila ang desisyon ng kumpanya at dapat silang konsultahin at ipaliwanag ng mabuti kung bakit sila magsasara. Sa mga empleyado naman, kung hindi susunod sa proseso ang kanilang employers, maaari silang maghain ng reklamo sa aming tanggapan dito sa DOLE Palawan,” pagtatapos ni Evangelista.
