Ex-NPA members’ partylist “Abante Sambayanan” vows to institutionalize NTF-ELCAC

Abante Sambayanan 1st Nominee and former cadre of CPP-NPA-NDF Jeffrey “Ka Eric” Celiz introduced the only partylist who fully supports the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and endorsed by the President Rodrigo Duterte.

“The Abante Sambayanan will stand na dapat ma-institutionalize ang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), kasama po diyan na ang pagpapasiguro sa next Congress ang 1,406 or almost baka magdagdag na almost 2,000 barangays na mayroong ‘Barangay Development Program’ (BDP),” Celiz said in a press conference March 25, 2022,

Ka Eric stressed how the BDP helps the rural areas nationwide that have been cleared of rebels by the Armed Forces of the Philippines, where from the first batch of 822 barangays received 20 million pesos from the government for the funding of their project such as farm-to-market roads, water and sanitations systems, livelihood projects, and health stations.

“Ito lang ang partylist na lumalaban para ipagpatuloy ang Barangay Development Program (BDP) which is popondohan dapat ng gobyerno 20 million per barangay ang mga liblib na lugar na dating kinilusan ng CPP-NPA-NDF na clear ng ating mga armed forces, In the first batch sa pagpapatupad ng BDP 822 barangays na aprubahan ng 20 million pesos kalsada, patubig, irrigation at mga infrastructure pang kalusugan,” Celiz said.

According to Ka Eric the 2nd Batch of the BDP with 1,406 barangay-beneficiaries the budget of the NTF-ELCAC was cut by Congress where the allocation from P20 million was cit down to P4 million that will suppress the effort of the program.

“Sa batch two, 1406 barangays I think kasama ang Palawan diyan, tinigbas ito ng senado at kongreso into four million at ang 16 million tinabi nila at ginawa nilang unprogrammed expenditure, walang pondo kawawa itong mga barangay na ito… tinangalan ng more than I think more than 22 or 23 billion pesos ang hindi pinondohan… kawawa ang mga barangay na ito na dapat itong mga barangay para hindi mabalikan ng NPA ito,” he explained.

Also includee in their agenda is the centralization of fuel in the country, programs to raise the prices of rice and corn and to protect the rights of the farmers, indigenous people, workers, women and child.

In addition, Ka Eric shared one of the major plans about mandatory nationwide security awareness briefing in schools which focus on the education about the recruitment of the CPP-NPA-NDF.
