The National Inter-Agency Task Force provisionally approves the guidelines on the Pilot Implementation of Alert Levels System for COVID-19 Response in the National Capital Region according to the press briefing held yesterday, September 10, by Presidential Spokesperson Harry Roque.
There will only be 2 community classifications which are General Community Quarantine (GCQ) and Enhanced Community Quarantine (ECQ).
He further explained that the GCQ being implemented nationwide is different from the Pilot Implementation because there will be alert levels while an area is under the said quarantine classification. The highest alert level that a place can undergo is Alert level 4 where close contact, dine-in, mass gathering and personal services will be prohibited.
Presidential Spox also added that the IATF is still in the process of finalizing the allowed and prohibited activities during the highest alert level.
He added that all areas “shall implement granular lockdown guidelines of the NTF…” and that the difference of these from previous lockdowns being implemented is that it is stricter.
Only the Health Care Workers (HCWs) and non-health personnel such as those working in hospitals, labs, dialysis facilities are allowed to enter and leave an area under lockdown compared to the current guidelines being implemented that allow APORs’ movement during the stricter quarantine classification.
OFWs returning and those who are bound for international travel are as well exempted from the movement restriction. And lastly, those who are seeking urgent medical attention are under exceptional circumstances.
The households affected by the lockdowns or families in isolation will be assisted by their local government units and the Department of Social Welfare and Development (DSWD).
“Magbibigay na po ng ayuda ang pamahalaan at DSWD para hindi na po kailangan lumabas ng kahit sino sa mga lugar na naka granular lockdown,” Roque said.
Roque explained that with this new policy shift is for the industries can continue to operate under GCQ classification but will have their limits.
Meanwhile, the IATF has approved the formation of the task force on oxygen supply under the National Task Force (NTF) against COVID-19.
