The Commission on Human Rights (CHR) has conducted a Quick Response Operation following the killing of municipal election officer Haviv Maindan in an ambush in Sultan Kudarat on 13 February 2023.
Initial police reports say that the victim was traveling with a companion along Lambayong National Highway and was brazenly attacked by still unidentified gunmen in broad daylight. The alleged perpetrators fired several shots at the victim which led to his eventual death.
CHR joins the Commission on Elections (COMELEC) in condemning this alleged violation of human rights. We stress that no one should be arbitrarily deprived of life without just cause and due process of the law. This act of violence also causes immense harm and fear to the victim’s family and their communities.
In that regard, the Commission welcomes COMELEC’s provision of support, including legal assistance, for Haviv’s wife and children in order to ascertain the truth and justice regarding this incident. CHR also acknowledges the swift action of local police authorities by conducting an immediate investigation.
In fulfillment of our mandate to promote and protect the right to life, liberty, and security, CHR will continue its communication with concerned government agencies to prevent the similar incidents from happening again. The Commission looks forward to a fair, transparent, and impartial probe in line with the fundamental principles of human dignity and justice for all.###
