‘Closed season’ sa galunggong, epektibo na mula Nov. 1

Ipagbabawal na muli simula ngayong November 1, ang panghuhuli ng isdang Galunggong sa Northeastern part ng Palawan para sa mga commercial fishers o mga mangingisdang gumagamit ng bangkang may bigat na 3.01 tons pataas batay sa Joint Administrative Order No. 1 series of 2015 ng Department of Agriculture (DA) at ng Department of the Interior and Local Government (DILG).

Sa press conference ng Inter-Agency Task Force on the Conservation and Management of Roundscad Fisheries in Northern Palawan, sinabi ni Bureau of Fisheries and Aquatic Resources (BFAR) Mimaropa Assistant Regional Director Roberto Abrera na ito na ang panglimang taong “closed season” para sa isdang Galunggong.

Layunin umano nito na maparami ang mga isdang Galunggong at maprotektahan sa panahon ng kanilang pangingitlog.

At ngayong panglimang taong pagpapatupad nito ay maganda ang naging resulta dahil marami na ang nahuhuli ng mga mangingisda sa management project area.

“Ibig sabihin mas marami nang isda doon sa ilalim, isa pong indikasyon yan,” giit pa ni Dr. Mudjiekeewis Santos, Scientist II ng DA-NFRDI.

Batay rin sa kanilang pag-aaral ay nakitaan na ng pagtaas ng maturity size ang mga isdang Galunggong. Sa katunayan, mula 17.85 cm noong 2015-2016 ay umabot na ito sa 18.74 cm ngayong 2018-2019 at patuloy pa ang pag-aaral para maabot ang ideal size ng Galunggong na 20 cm.

“Ito ibig sabihin tumaas siya to release on a positive side and for practical reasons, the bigger the fish , the more eggs it will produce,” sabi naman ni Dr. Benjamin Gonzales ng Western Philippines University.

Dahil rin sa positibong resulta ng programa ay may mga malalaking isda na rin umanong nahuhuli sa lugar tulad ng Tuna.

Tiniyak naman ng mga law enforcement unit na nababantayan nila ng husto ang management project area para mapigilan ang mga mangingisdang magsasamantala sa panahon ng “closed season”.

Dahil sa “closed season” ng Galunggong, sinabi ni Georgie Tan, representante ng mga may-ari ng commercial fishing vessel na nasa dalawang libong mga tauhan ng kaniyang grupo ang mawawalan ng trabaho sa loob ng tatlong buwan.

Magkagayunman mayroon naman umanong ayuda ang Department Of Socal Welfare and Development (DSWD) na alternatibong livelihood para sa mga misis ng mga mangingisdang apektado.

Ayon naman kay Socorro Marguez, maging ang Department of Labor and Employment ay mayroon ring ibibigay na tulong.

“Ang inoffer po namin ay TUPAD, Tulong Panghanapbuhay sa Ating mga Displaced Workers, a maximum of 30 days depende sa approval and budget,” dagdag pa niya.

Makakatanggap umano bayad o sahod na P320 per day ang mga benepisyaryo ng program kung saan sila rin ang pipili ng gusto nilang gawin tulad ng paglilinis ng kapaligiran.

Matatandaang ang Northeastern part ng Lalawigan ng Palawan ang pinakalamaking breeding area sa bansa ng mga isdang Galunggong.

Magtatagal ang “closed season” hanggang January 31, 2020 at hindi apektado rito ang mga municipal fishers o maliliit na mga mangingisda.
