Inaasahang magiging reyalidad sa lalong madaling panahon ang proyektong Environment and Natural Resources Information System (ENRIS) for Palawan towards Food Security and Water Quality Improvement, matapos ang isinagawang pakikipagpulong ng mga kinatawan mula sa Palawan Council for Sustainable Development (PCSD) na sina Environmentally Critical Area Network (ECAN) Operations Service Director Niño Rey C. Estoya at  Korean International Cooperation Agency (KIOCA) KOICA Philippines Country Director Kim Eunsub sa Pamahalaang Panlalawigan ng Palawan sa pamumuno ni Gobernador Victorino Dennis M. Socrates kamakailan.

Sa isinagawang talakayan matapos ang naunang pagbisita inilatag ni PCSD Project Development Officer V John A. Pontillas ang nilalaman ng project proposal na may layuning bumuo ng web-based ENRIS sa lalawigan batay sa advanced scientific decision support na makatutulong sa mahusay na paggamit sa mga lupain pagpapanatili ng kalagayan ng ecosystem at pagpapabuti ng mga probisyon ng ecosysytem services, water and food security at climate change adaptability na naaayon sa ECAN Strategic Environmental Plan (SEP) at United Nations Sustainable Development Goals (UN SDG).

 

Pangunahing nilalayon ng proyekto ang pagsasakatuparan ng pagkakaroon ng sistematikong datos at impormasyon hinggil sa land resources, rational land-use planning and development, land productivity, natural resources management at development of regulatory policies.

 

Magtatagal ng tatlong taon mula 2024 hanggang 2026 ang implementasyon ng proyekto sakaling ito ay tuluyang maipagkakaloob sa Palawan na kung saan ito ay may kabuuang pondo na 8.8 million USD kung saan 8 million USD nito ay mula sa KOICA at 0.8 million USD ay mula naman sa Pilipinas.

 

Ang target project area ay may lawak na 14,900 sq. km na may 12 catchments na matatagpuan sa mga munisipyo ng Taytay, El Nido, Taytay-El Nido, San Vicente, Roxas-San Vicente, Narra, Coron, Brooke’s Point, Narra, Coron, Brooke’s Point, PPCity, Sofronio Española, Bataraza-Rizal, at Quezon.

 

Maaaring ma-access ang ENRIS ng sinumang interesado kabilang na yaong mula sa iba’t-ibang sektor ng lipunan mga lokal na pinuno ng mga bayan at iba sakaling ito ay mapasimulan nang ipatupad.

 

Ipinahayag ni Professor Minha Choi mula sa Sungkyunkwan University na ang pagtutuunan ng kanilang grupo ay ang isasagawang survey sa lalawigan kabilang ang mga isyu na kinakaharap ng Palawan kasama na ang mga kinakailangang impormasyon upang mabigyang sulosyon ang mga isyu bukod pa sa magiging resulta ng proyekto at ang pagpapatuloy nito sakaling ito ay mapasimulan na.

 

Sa naturang pulong ay makabuluhang nagkaroon ng ng open forum kung saan malayang nakapagtanong ang mga miyembro ng KOICA sa Pamahalaang Panlalawigan at PCSD hinggil sa proyekto.

 

Batay naman sa naging tugon ni Gob. Socrates bilang Chairman ng PCSD hinggil sa katanungan kung maaaring magkaroon ng mga pagbabago sa batas o mga panuntunan at regulasyon sa ilalim ng SEP sa pagsasakatuparan ng proyekto sinabi ng gobernador na kung hinihingi ng pagkakataon upang mabalanse ang ligal na sistema ng proyekto ay kaya umanong gawan ito ng paraan ng konseho ng PCSD na naaayon sa batas.

 

“If there is a need to balance the information we get from the project, the legal system and the enforcement, I’d agree with that… and I would like to assure our friends from Korea, that this is the assert of local government. It’s very willing to exercise its political and other prerogatives to meet the project,” ani Socrates.

 

Ayon naman kay G. Estoya, ang ECAN ay ipinatutupad bilang pinaka-estratehiya ng batas ngunit wala pang web-based tool na makakapagbuo sa mga inputs sa mekanisasyon nito.

 

Sinabi ni Estoya, “if needed, it is at the level of the council. It is within their authority to issue a specific regulation through a council resolution that is considered as implementing rules and regulation of the mother law which has a legal effect just like with the mother law.”

 

Sa ngayon ang mga miyembro ng KOICA ay nagsasagawa ng survey mission sa lalawigan hanggang sa ika-20 ng Enero 2023 katuwang ang PCSD at Pamahalaang Panlalawigan.
