Magsasaka ay isa sa itinuturing na Backbone of the Nation dahil sila ang pangunahing pinagmumulan ng pagkain sa bansa, base na rin sa Privilege Speech ni 3rd District Board Member Albert Rama na kung saan kabilang din ang mga ito sa hanay ng mga mahihirap sa Pilipinas.

“…tungkol po sa kalagayan ng mga magsasaka lalong-lalo na magsasaka ng palay… napakahirap po ng pagpo-produce ng pagkain ng ating bayan (at) bansa, ang mga magsasaka po ang itinuturing natin backbone of the nation, pero mukhang may diperensya na po ang Backbone of the Nation sapagkat ang mga magsasaka po ang gumagawa ng ating pagkain ngunit nasa hilera rin po ng mga magsasaka ang maraming mahihirap sa ating lipunan,” Ani Rama.

Isinalarawan din ni Rama ang dinadanas ng mga magsasaka ng palay sa hindi patas na pagbili ng kanilang mga ani.

“Ang production cost po ng palay ay humigit kumalang nasa 12.90 to 13.00 pesos per kilo ngunit ang palay po nila ay binibili ng 10 Piso (at) 8 Piso lalo na sa malalayong munisipyo, nasaan ang hustisya?…,” pahayag ni Rama.

Kaugnay nito ay hiniling ng lokal na mambabatas na magbalangkas ng ordinasya na magtatakda ng minimum o pinakamababa na presyo ng bilihan ng palay sa Lalawigan ng Palawan.

“Proposing an ordinance prescribing the classification and the corresponding minimum buying price for palay in such a way…kung hindi man po sila [ang mga magsasakay] kumita [sa pagbebenta ng palay] ay wag naman [silang] malugi. Doon po sa nasabing ordinansa, ang pinakamababa pong presyo, yung labas trese na sinasabi nila, ay itinatakda po natin sa 13 Pesos, kung ang magsasaka po ay gumagastos ng almost 13 Pesos per Kilo sana naman po [ay] wag naman bumaba sa 13 Pesos [per kilo] din po ang bili ng kanilang palay. Kung magpapatuloy po ang ganitong sistemang kalakaran [ng mababang pagbili sa palay kumpara sa production cost,] sa ngayon wala pong pag-asa yung ating mga magsasaka na maka-ahon po sa kahirapan,” dagdag na pahayag ni Rama

Samantala sinang-ayunan naman ito ng kanyang mga kasama sa Sangguniang Panlalawigan at napagkasunduan na i-refer ito sa Committee on Agriculture upang mapag-usapan at mapag-aralan pa ito ng husto.
