Inilunsad ang Usaping Pangkapayapaan Usaping Pangkaunlaran Palawan (UP UP Palawan) nitong Miyerkules, Hulyo 10, 2019, sa pagkamit ng layuning masugpo ang insurgency sa lalawigan ng Palawan.

Ito ay pinangunahan ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) kasama ang Tactical Operation Wing West (TOW-West) at ibang ahensya ng pamahalaan at iba pang sector.

Ito ay alinsunod sa kautusan ni Pangulong Rodrigo Duterte na Executive Order No. 70 na naglalayong palakasin ang isang Whole-of-Nation approach para sa isang pangmatagalang kapayapaan alinsunod sa Philippine Development Plan 2017 – 2022. Ito rin ay upang makamit ang isang tinatawag na intensified development bunsod ng nakamit na napapanatiling kapayapaan.

Dahil dito ay puspusan ang ginawang information drive na ginagawa ng Sandatahang Lakas ng Pilipinas upang hikayatin ang mga kabataan na lumayo sa ganitong mga panlilinlang at huwag magpadala sa maling paniniwala.

Ipinaliwanag ni Col. Gerardo M. Zamudio ng Philippine Air Force OA-7 na halos lahat ng biktima ay nasa kabundukan, biktima ng maling paniniwala, ito din ang isa sa dahilan kaya naitaguyod ang UP UP upang makarating sa mga malalyong komunidad na merong ginagawa ang gobyerno.

“Ito po ang dahilan ngayon bakit merong UP-UP because malawak ang usapin natin dito. Kinakailangan maicomunicate natin… mas maganda maraming programa para maintindihan tayo ng tao na meron tayong ginagawa dapat ipaliwanag natin sakanila na meron tayong ginagawa,” sabi ni Zamudio.

Iminungkahi naman ni Lieutenant Colonel Joel Jonson ng NTF-ELCAC na sa loob ng 50 years ngayon lng matutugunan at maresolbahan ang problema sa mga insurgency kung saan may political will ang Presidente para matigil na mga armadong grupo.

“Hindi lang po a single agency na pwede nating sabihin na matatapos ang problema natin, We are talking about a 50 years’ insurgency problem na ngayon lang po natin ireresolve, ngayon po natin i-grab yung opportunity that we have the president and the National Task Force Commander who has the political will to decisively end this local communist armed conflict,” saad ni Jonson.

Binigyan diin naman ni National Youth Commission ASEC Victor Del Rosario na kailangan ipaintindi lalo na sa mga kabataan kung ano nga ba ang ginagawa ng komunistang grupo, na ito taliwas sa direksyon tungod sa kaunlaran at kapayapaan.

“Kailangan natin sabihin we have to be direct to orient people na itong ginagawa ng mga grupong ito hindi talaga ito sa reporma talaga yung pakay nila is ‘Power Grab’ kapangyarihan ang gusto nila nais nilang mag tayo ng sarili nilang Gobyerno. They want to undermine the democratic processes so dapat maintindihan ng kabataan yun,” saad ni Del Rosario.

Dagdag pa ni Del Rosario na kung may mga kabataang sangkot sa CPP-NPA partikular sa SK ay wag matakot makipag ugnayan sa kanya para ito’y agad na maaksyonan.

“Kung may mga concern ang kabataan sa Palawan paabot po nila sa atin, kung may mga SK officials kayo dito na involve sa CPP-NPA parating nyo po saakin wag kayo matakot, lalo na pag may ebidensya siguraduhin po na maimbestigahan yan at kung kinakaylangan kasuhan natin kung pwede pa ako pa ang magiging lead petitioner,” dagdag ni Del Rosario.
