AICS, pinatibay na p9.5-b dagdag pondo mula sa kongreso

Ayon sa mga dokumentong inilabas noong Biyernes, pinagtibay ng mga mambabatas ang karagdagang P9.5 bilyon sa pondo ng Assistance to Individuals in Crisis Situation (AICS) program ng Department of Social Welfare and Development (DSWD).

Ito ay nagdala sa kabuuang alokasyon ng P44.744 bilyon para sa DSWD sa ilalim ng budget item na “Protective Services for Individuals and Families in Difficult Circumstances” (PSIFDC).

Sa orihinal na panukalang budget para sa 2025, P35.186 bilyon lamang ang hiningi ng administrasyong Marcos para sa PSIFDC. Subalit, ayon sa General Appropriations Act of 2025, ang PSIFDC ay magkakaroon ng P40.418 bilyon sa ilalim ng DSWD Central Office at karagdagang P4.326 bilyon para sa DSWD Regional Office sa NCR.

Ayon sa Department of Budget and Management (DBM), mahalaga ang AICS bilang bahagi ng PSIFDC program. Ang AICS ay regular na programa ng DSWD na nagbibigay ng agarang tulong sa mga indibidwal at pamilyang nahaharap sa krisis.

“Hindi natin puwedeng pabayaan ang mga pamilyang nangangailangan. Ang pondong ito ay nakalaan upang mas marami tayong maabot,” ani Jonathan Malaya, Assistant Director General ng National Security Council.

Samantala, ipinaliwanag ng DBM na ang Ayuda sa Kapos at Kita Program (AKAP) ay inilagay sa ilalim ng conditional implementation dahil ito ay idinagdag lamang ng mga mambabatas sa panahon ng budget deliberations.

Sa kanyang veto message, sinabi ni Pangulong Marcos na kailangang tiyakin na ang mga programang tulad ng AKAP ay hindi pansamantalang solusyon lamang kundi magdudulot ng pangmatagalang benepisyo sa mga benepisaryo.

Sa isang panayam, iminungkahi naman ni dating finance undersecretary Cielo Magno na magsagawa ng public audit sa implementasyon ng AKAP noong nakaraang taon. “Kailangang malinaw ang paggamit ng pondo.

Dapat ilabas ang listahan ng mga benepisyaryo at ang eksaktong halagang natanggap nila upang maalis ang mga pagdududa,” aniya. Sa kabila ng mga hamon, umaasa ang gobyerno na ang karagdagang pondo ay magpapalakas sa AICS at magbibigay ng mas malawak na tulong sa mga Pilipinong nasa gitna ng krisis.
