Several Puerto Princesans called on the City Government of Puerto Princesa to consider penalizing irresponsible dog owners as one of the solutions to surging number of stray dogs in the city, as the City Veterinary Office intensified its dog impounding operations in the different barangays.
Adrin Pedrosa said that several stray dogs caused vehicular accidents after they chased or attacked motorcycle riders but no one surfaced when these incidents already happened. He suggested that the government should penalize irresponsible owners, because even in interior roads, stray dogs proliferate.
“Multahan ng barangay o ng city (government) lahat ng pabayang may ari at wag lang sa mga main road at highway, sa looban maraming bitaw na aso,” he said.
Netizens like Pedrosa expressed their reactions to the story, “Surge in stray dogs sparks calls for action,” which was published by Palawan Daily News on July 4, 2025.
In her comment addressed to the city government, Ong Gloria Dalisay said that the city government should be strict also to dog owners, especially those who are unable to bring their pets to the City Veterinary Office.
“You impound the stray dogs but how about the irresponsible owners na tinapon lang sila? Sana mas maging mahigpit kayo dun sa mga nag-aalaga ng mga aso na hindi naman nila kayang ipakapon at bigyan man lang ng oras dalhin diyan sa City Vet niyo yung mga alaga nila considering na libre yan dyan,” he emphasized.
Simon Almira, Mon Guinto Jr. and Christian Libao likewise shared that in their respective places in Libis road San Pedro, NHA in Barangay Sta. Monica and in Lacao street, there are lots of stray dogs. They said that these dogs would chase passersby.
But one MekMek Paredes expressed his disgust because in Barangay Bancao-Bancao near Aquaman, the stray dogs chased and attacked passersby yet its owners just ignore it.
Mhasty Abacajan Quipquip hoped that the dog impounding operation of the City Veterinary Office will continue so that stray dogs in their place in Buncag, Barangay Mandaragat will be eliminated. Agustin Cervantes and Rexlin Dahonog Azarcon even begged to do dog impounding operations in the interior of Barangay San Manuel and in St. Joseph Subdivision in Barangay San Jose.
One netizen suggested that the government should consider building a central shelter for animals.
For Ronnie Mendoza, he wanted that the barangays too shall be deputized to perform dog impounding, knowing that the city government cannot do it alone considering the scope of the city’s territory.
“Until the people learn responsible pet ownership, until the local/city government start implementing our laws properly, until we create new stricter legislation suitable for our city, this will continue to be a worsening problem. We need the unity of every citizen and the government agencies for this problem to be solved. So start in in your own small responsible way. Having pets is very rewarding, but it takes much responsibility,” Miguel Ungson explained.
