The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) as of Tuesday night, December 24, 2019 has placed several Luzon provinces under Storm Warning Signal Number 2 including Calamian and Cuyo islands in Palawan, while signal number 1 in northern mainland Palawan towns of Linapacan, El Nido, Taytay, Araceli, Dumaran, San Vicente and Roxas.
PAGASA said that Storm Warning Signal No 2 where winds between 61 kilometers per hour (kph) and 120 kph may bring “light to moderate” damage in affected areas, while in areas under Storm Warning Signal No. 1, the typhoon could could “partially unroof” houses made of light materials and cause “significant damage” to rice crops.
Several provinces in the Visayas and Bicol region has been declared under Signal Number 3 including the provinces of Samar, Biliran, Leyte, Southern Leyte, Masbate, Cebu, Negros, Iloilo, etc.
The Provincial Disaster Risk Reduction and Management Council (PDRRMC) of Palawan has issued a Memorandum on Emergency Preparedness Action to the possible effect of Typhoon Ursula and advised the towns within Calamian, Cuyo, Agutaya, Magsaysay, El Nido and Taytay to activate their local DRRM councils’ emergency and response cluster
“In view of the abovementioned weather system, all DRRMCs of Calamian Group of Islands, Cuyo, Agutaya, Magsaysay, El Nido and Taytay are hereby advised to activate their respective Emergency Operations Center (EOC) and the Response Clusters to ensure multi-agency coordination and emergency preparedness for the potential effects of Ursula. Further, enforce pre-emptive evacuation for the communities in hazard prone areas,” the Memorandum said.
The PDRRMC also already issued its Situational Report No. 1 regarding Preparedness Measures and Effects of Typhoon Ursula, through the PDRRMO Jeremias Y. Alili.
In the advisory, it warned that light to moderate with intermittent heavy rains over Cuyo Islands are in forecast.
“Residents in these areas are advised to take appropriate measures to reduce the potential impact on flooding and rain-induced landslides, especially in areas identified to be highly to very highly susceptible to these hazards” the advisory said.
“Rough sea conditions will prevail … over the western seaboards of Southern Luzon. Coastal waters in Calamian islands, Cuyo islands and northern Palawan are expected to be moderate to rough at 1.2 to 2.8 meters. Sea travel is risky over these areas” it further said.
PAGASA said that the eyewall of Ursula is bringing “very destructive winds and intense rainfall” over southwestern portion of Samar, northern portion of Leyte and Biliran.
They forecasted light to moderate intermittent heavy rains that will be experienced in Bicol Region, rest of Visayas, Luzon provinces, and the northern portion of mainland Palawan.
PAGASA warned that storm surges of up to 2 meters may hit coastal areas in Samar, Eastern Samar, northern portion of Leyte, Biliran, Masbate, extreme northern Cebu, northeastern Iloilo, Capiz, Aklan, northern Antique, Romblon, Marinduque, Mindoro Provinces, Calamian Islands, and Cuyo Islands in the next 24 hours.
