Local government officials and transportation regulators are moving to address the growing legal gray area surrounding the local transportation sector, pushing for a structured pathway that could eventually integrate motorcycle taxis into the city’s mainstream transit grid.

During a recent joint committee meeting convened by the Sangguniang Panlungsod, key stakeholders, including representatives from the Land Transportation Franchising and Regulatory Board (LTFRB), local transport groups, and city legislators, conferred on establishing regulatory oversight for the rising number of two-wheeled transport providers.

At present, motorcycle taxis are strictly barred from operating legally within Puerto Princesa.

Regulatory authorities confirmed that because of unresolved franchise requirements and incomplete documentation, any ongoing moto taxi operations lack the statutory permission needed to carry passengers.

To bridge this regulatory gap, LTFRB officials outlined requirements for operators to complete necessary administrative filings to secure a Provisional Authority.

This temporary permit would grant operators legal clearance to provide public transit services while their formal, long-term franchise applications are being evaluated.

The discussions also tackled the implementation of strict operational caps, including a proposed allocation framework that would limit providers to a controlled pool of 500 units.

Lawmakers stressed that capping the number of active motorcycles is vital to preventing traffic congestion and maintaining systemic order on city roads.

However, the path to legalization remains a delicate balancing act. Members of the city council voiced strong concerns regarding the socio-economic implications of introducing moto taxis into a market long serviced by traditional tricycle drivers.

City officials emphasized that any future framework must protect the livelihoods of established transport workers while simultaneously addressing modern commuter demands for faster, alternative transit options.

The Sangguniang Panlungsod has stated that it awaits the formal submission of complete documentation from various motorcycle taxi operators before advancing further legislative actions on the matter.
