Kasagsagan palang ng kampanya noon ay usap-usapan na ang pangakong ₱20.00 na kada kilo ng bigas na isa sa mga plataporma ni President-elect Bongbong Marcos Jr. At kamakailan lamang ay naging usap-usapan din ang ₱20.00 na presyo ng sinandomeng rice  o “white pigeon” na ibinibenta sa isang tindahan sa Quezon City na umani ng sarit-saring komento mula sa mga netizens.

Para naman sa dating kalihim ng Department of Agriculture (DA) na si Manny Piñol, posible umano ang ₱20.00 na presyo ng kada kilo ng bigas ngunit niya maipapayo ang ganitong klase ng presyo maging ang pangmatagalan implementasyon nito kung sakaling tuluyan ipatupad ito ni Presidente Marcos Jr.

“So, balik tayo doon sa question…posible ba na mapababa ng P20 per kilo ang bigas sa palengke?…my answer to that is yes…kung yan talaga ang gusto ng Presidente…puwedeng gawin pero hindi sustainable at hindi rin advisable,” saad ni Piñol

Ipinaliwanag naman ni Piñol kung bakit ganito ang kanyang naging komento patungkol sa ₱20.00 na kada kilo ng bigas.

“Para maintindihan kung bakit hindi sustainable at hindi advisable, it must be realized that the rule of thumb in rice trading is, the buying price of the farmers’ unmilled palay times 2 is the selling price of milled rice…so, inversely, kung ₱20.00 lang kilo ng bigas, dapat ang bilihan ng palay ay ₱10.00 per kilo para hindi malugi ang negosyante or ang gobyerno,” saad ni Piñol

“Siguradong hindi papayag ang mga magsasaka sa ₱10.00 per kilo na presyo ng kanilang palay kasi ang production cost ngayon, lalo na at tumaas ang mga farm inputs, ay ₱14.000 per kilo,” dagdag pa ni Piñol

Giit pa ni Piñol upang kumita ang mga magsasaka ay dapat gawing ₱20.00 kada kilo ang presyo ng palay upang sa gayon ay hindi rin umano malulugi ang gobyerno at magiging ₱40.00 ang presyo ng kada kilo ng bigas sa merkado.

“The only way to sell milled rice at P20 per kilo is for government to subsidize the P20 difference…since the country consumes about ₱14,000,000.00 metric tons of rice every year, theoretically that would mean a government subsidy of P280-B annually,” saad ni Piñol.

Imbes na gumastos umano ang gobyerno ng mahigit ₱280-B ay mas maigi na lamang na gamitin ito sa pagpapatayo ng mga solar-powered irrigation, fertilizer at farm inputs.

“Kung mag-subsidize din lang naman ng P280-B a year, mas mabuti pa gamitin na lang ang pera magpatayo ng mga water catchments at Solar-Powered Irrigation Systems…the P280-B would be more than enough to irrigate an additional 2 million hectares through Solar-Powered Irrigation at may sobra pa yan para sa fertilizer at farm inputs,” dagdag pa ni Piñol

“With that amount, we will achieve the long-dreamed Rice Sufficiency for the country,” pahayag pa ni Piñol

Samantala, sakaling ganito ang gawin umano ng susunod na administrasyon ay parehas makikinabang ang mga magsasaka at mamimili dahil bukod sa tataas ang presyo ng anihan ay maari din umano bumaba ang presyo ng bigas sa merkado. Kaya dapat umano ay hinfi ₱20.00 kada kilo bagkus sa maayos na presyo umano dapat at isa sa magiging kagandahan umano nito ay hindi na kinikailangan mag angkat pa ng bigas ang Pilipinas dahil magiging sobra-sobra na umano ang produksyon ng palay ayon kay Piñol.
