The local Inter-Agency Task Force added an exemption to its inbound travel protocols after the group’s meeting yesterday, November 12, 2021.

The previous exemption stands for repatriated OFWs, National Government APORs, fully inoculated APORs not staying for more than three days, and the 10-day facility-based quarantine plus four day-home quarantine for all unvaccinated individuals.

Starting on November 16, instead of a 7-day facility-based quarantine, they will be allowed to quarantine at home given that they are fully vaccinated and will undergo free Antigen Testing on the 5th and 7th day at the City Testing Facility near the Balayong Peoples’ Park as part of the disease surveillance.

City Incident Management Commander Dr. Dean Palanca emphasized that the BHERTS will check everyday that these conditions such as all household members are fully vaccinated, there is an isolation room, 12 to 17 years old are atleast partially vaccinated, and undergo antigen testing are being met.

Those unable to comply will have to follow the general rule of being quarantined in the designated facilities at their personal expense.

Dr. Palanca warned those who do not coordinate their travel might be held at the sirport or refused by airlines to board their flights.

He explained that travellers who are qualified to quarantine at home must coordinate with the IMT five days before their flight for an inspection of the vaccination status of their household and ensure that all conditions are being met.

Travellers who are fully vaccinated will no longer have to show a negative RT-PCR test but must provide proof of vaccination from VaxCertPH or their BOQ vaccine card, LGU vaccination certificate certified by the city or municipality health office from where they got their jabs.

Flights heading for the city are still on Mondays, Wednesdays, and Fridays to regulate the “frequency of flights and volume of passengers”.

Dr. Palanca said that this might be subject to change by end of November to include other days. He said that there are certain situations where they allow passengers to enter even when the scheduled flight is for those heading to the province.
