Nagsagawa ng public hearing sa bayan ng Brooke’s Point, Palawan, noong Agosto 6, ang Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) upang talakayin at hingiin ang opinyon ng mga apektadong komunidad at iba pang sektor kaugnay sa kahilingan ng Ipilan Nickel Corporation (INC) na taasan ang taunang produksyon nito ng nickel ore.

Isinagawa ang pagdinig sa Covered Gym ng Barangay Maasin, na dinaluhan ng mga residente mula sa mga barangay ng Maasin, Mambalot, Ipilan, at Calasaguen, na kabilang sa saklaw ng proyekto.

Sa nasabing kahilingan na nakapaloob sa Environmental Performance Report and Management Plan (EPRMP) ng kumpanya, nais nitong taasan ang produksyon ng kanilang nickel ore mula 1.5 million wet metric tons (WMT) hanggang sa 3 million WMT.

Bahagi rin ang pagdinig sa pag-amyenda sa Environmental Certificate Compliance (ECC) ng Ipilan Nickel.
Sa presentasyon ng kumpanya, sinabi nitong nasa labas ng Mount Mantalingahan Protected Landscape (MMPL) ang lugar na saklaw ng proyekto. Tinatayang 310 ektarya ang nakatakdang minahin sa loob ng 11 taon, kung saan 24 ektarya ang bubuksan kada taon at sasailalim din sa rehabilitasyon.

Ayon naman kay Engr. Segundo ‎Villanueva, Assistant Resident Mine Manager, isa sa mga rason ng kanilang kahilingang dagdagan ang produksyon ay ang umano’y pagbabago sa pandaigdigang pangangailangan para sa nickel ore.

Kung maisasakatuparan, madadagdagan anya ang mga benepisyong makukuha ng komunidad, kabilang na ang pagkakaroon ng karagdagang trabaho, mataas na pagbabayad ng buwis sa lokal na pamahalaan, tulong sa mga katutubo, at mga proyektong pang komunidad sa ilalim ng kanilang Social Development and Management Program (SDMP).

Gayunpaman, nakasaad din sa presentasyon ang mga posibleng epekto nito sa komunidad gaya ng pagdami ng alikabok at ingay, pagdami ng dumaraan na malalaking sasakyang pang mina, at ang posibleng pagdagdag sa baha.

Sa open forum naman, hati ang opinyon ng mga residente kaugnay sa proyekto. Ilan ang nagsasabi na apektado umano ang kanilang sakahan dahil sa tubig na nanggagaling sa minahan na bagay na pinabulaanan ng kumpanya.

Aniya, nagsagawa umano ang INC ng imbestigasyon at lumabas na walang maipakita ang mga nagrereklamong magsasaka sa kumpanya na kontaminado ng laterite ang basakan nila.

Samantala, tinalakay din ang usapin ng royalty shares para sa mga katutubo.

Ayon kay Resident Mine Manager Alex Arabis, taong 2022 nang magsimulang ipagkaloob sa mga katutubo ang royalty shares nila. Hanggang ngayon umabot na anya sa 80 million ang naibigay sa Indigenous Peoples Development Office-Barongbarong, Ipilan, Calasaguen, Aribungos, Mambalot, Maasin (IPDO-BICAMM).
