Mahigit 250 opisyal ng DPWH, pinasusumite ng resignation

Sa unang araw na pag-upo bilang bagong kalihim ng Department of Public Works and Highways (DPWH) agad na pinatupad ni Secretary Vince Dizon ang maramihang courtesy resignations mula sa mahigit 250 opisyal ng Department of Public Works and Highways (DPWH), kabilang ang 197 district engineers sa buong bansa.

Ito ang unang kautusan na inanunsyo ni Dizon nang nitong Lunes kapalit ni Manuel Bonoan na nagbitiw matapos tanggapin ni Pangulong Ferdinand Marcos Jr. ang kanyang resignation noong Linggo dahil sa “command responsibility.”

Ang DPWH, ayon mismo sa Pangulo, ay kailangang dumaan sa “top-to-bottom” overhaul matapos maiugnay ang mga opisyal nito sa mga alegasyon ng katiwalian sa daang bilyong pisong flood control projects.

“The first directive of the President was to clean up the DPWH. And this is just the start,” pahayag ni Dizon sa Malacañang.

Flood Control at “Ghost Projects”

Sa mga nakaraang buwan, ilang flood control projects ang iniulat na hindi natapos o depektibo ang pagkakagawa, habang ang iba nama’y “ghost projects.”

Tatlong kumpanya na umano’y sangkot sa mga problemadong proyekto sa Bulacan at Benguet ang binanggit mismo ni Dizon na isasailalim sa permanenteng ban. Ito ay ang St. Timothy Construction Corp., SYMS Construction Trading, at 3K Rock Engineering.

“When we find that a contractor is involved in a ghost or substandard project, there will be no need for any complicated process or investigation, automatically it will be blacklisted for life,” babala niya.

Sa kasalukuyan, ang mga blacklisted contractors ay maaaring magbalik sa public bidding matapos lamang ng isa o dalawang taon, depende sa bigat ng paglabag. Ang pagbabago ni Dizon ay magtatakda ng lifetime ban bilang deterrent.

Hindi lamang mga opisyal ang sasailalim sa reporma. Binanggit ng bagong kalihim na susuriin din ang halos 20,000 kawani ng DPWH upang tukuyin ang mga “capable employees” na maaaring i-angat sa mas sensitibong posisyon.

“Despite the allegations of systemic corruption, I believe that there are still many good and capable employees in the DPWH.

The directive of our President is to find them and place them in sensitive and important positions,” ayon kay Dizon.

Target niyang matapos ang revamp sa loob ng 30 hanggang 60 araw at tiniyak na walang magiging pagkaantala sa mga serbisyo ng ahensya habang isinasagawa ang reporma.

Pagtanggap sa Hamon

Aminado si Dizon na malaking dagok sa kredibilidad ng DPWH ang mga naitalang iregularidad.

“The trust of the Filipinos in DPWH is very low. Can we blame them? We cannot. But we just have to start somewhere, and it begins with accountability; it begins with cleansing the organization from within,” aniya.

Bilang paghahanda, nakipagpulong din si Dizon sa mga dating kalihim ng DPWH tulad nina Jose de Jesus, Rogelio Singson, at Sen. Mark Villar upang humingi ng payo.

“I admit, I am somewhat blind in this area. I do not know the system within the DPWH,” pag-amin niya.

Simula pa lamang

Ang maramihang courtesy resignation ay nakikitang unang hakbang sa mas malawak na proseso ng pagbabalik ng tiwala ng publiko.

Ngunit para sa maraming Pilipino, nananatiling tanong kung sapat ba ang paglilinis mula sa loob upang masugpo ang ugnayan ng mga tiwaling opisyal, kontratista, at maging ng ilang mambabatas na matagal nang iniuugnay sa DPWH.

Para kay Dizon, accountability muna ang dapat tutulan bago rekonstruksyon. Ngunit habang lumalalim ang imbestigasyon sa mga flood control project, nakabitin ang mas malaking usapin, kung ang malawakang shake-up na ito ay magiging simbolo lamang ng reporma, o magsisilbing tunay na simula ng pagbabago sa isa sa pinakamalaking ahensya ng gobyerno.
