Kapitan ng Johnson Island sa Roxas, Palawan, nahulihan ng mga Giant Clam Shells at Bakawan

Kasong paglabag sa Wildlife Act at Forestry code of the Philippines ang kinakaharap ng kapitan ng Johnson Island sa Roxas, Palawan. Nitong Miyerkules, March 3, 2021, nasabat ng Philippine Coast Guard – Roxas mula sa pangangalaga ni Kapitan Augusto Abonales ng Brgy. VI ang mga Giant Clam Shells at puno ng Bakawan.

Ayon kay Jovic Fabello spokesperson ng Palawan Council For Sustainable Development, inamin umano ng kapitan na sa kanya ang mga pinutol na bakawan. Bukod dito ay alam din umano ng kapitan na may nangyayaring kalakalan ng Giant Clam Shells sa kanyang nasasakupan.

“Actually itong si Barangay Captain Augusto Abonales ng Brgy. 6 Johnson Island Roxas, Palawan eh nahulihan natin siya ng mga fresh cut na mangroves. Well inaayos pa namin yung mga affidavits but actually lahat ito ay nakatuon kay Kapitan Abonales eh. And allegedly alam niya na may nangongolekta din ng shells [Giant Clam Shells] doon din sa area nila at mukhang inamin niya rin na siya yung nagpaputol ng mangroves.”

“So ang PCSD is regular filing kami ng case kay Kapitan Abonales for Violation of Sec. 27 ng Wildlife Act ito yung ‘Collecting, Hunting or Possessing Wildlife, their by products of derivatives at PD 705 Sec 77 ito yung ‘cutting, gathering and/or collecting timber or other forrest products without license.”

Base sa spot report ng PCG Roxas, nasa 324 piraso ng Giant Clam Shells ang kanilang nakumpiska na nagkakahalaga ng P160,000,000.00 at 126 na piraso ng mga pinutol na puno ng bakawan na nasa kustodiya na ng Palawan Council for Sustainable Development (PCSD) upang gamiting ebidensya.

Itanggi naman ni Kapitan Augusto Abonales na sa kanya ang mga nakumpiskang mga puno ng bakawan.

“Ay hindi po, kasi po may nagtatayo ng baklad ngayon pinagbawalan namin siguro iniwan nila at kinuha nung mga tauhan namin siyempre natakot. Ito [bakawan] hindi ko alam na kala ko na nandoon lang yung nakaimbak na iyon hindi ko naman alam kung sino yung nagkuha at ginawang bilaran. Saan naman ako kukuha ng bakawan at saka ako ang kapitan alam ko na bawal mamutol ng bakawan at saka wala pong bakaw sa isla.”

Dagdag pa ng Kapitan, marami na talagang nakabaon umano na mga giant clam shells sa kanilang lugar.

“Bale sa totoo lang po talaga maliliit pa talaga kami kumbaga kahit na sa ngayon kapag naghuhukay kami ng balon ang dami po talaga na malalaki na giant clam. Siguro nung panahon ng ano yan baka dagat noon yan at baka bigla na lang yan. At saka bakit ganun na lang karami yung mga nakabaon na mga giant clam.”

Paliwanag pa ng kapitan, matagal na panahon na umano itong mga giant clam shell sa kanilang lugar.

“Opo talagang kahit na hukayin dito kahit dito nga sa bahay namin tingnan niyo diyan ohh lumalabas [lumilitaw] nalang kasi pag nag iba ang [ihip] hangin at natatanggal yung buhangin may lumalabas talaga na mga giant clam. At saka mga ilang century na rin yan [giant clam] siguro. Kaya kung sasabihin may mga bago walang ganung kalalaking giant clam sa isla.”

Nanawagan naman ang pamunuan ng PCSD sa mga mamamayan partikular sa bayan ng Roxas.

“Pabatid lang po sa ating mga kababayan lalong-lalo na sa mga malalayong lugar, mga isla tulad ng Johnson Island sa bayan ng Roxas na mahigpit na ipinagbabawal talaga ang pangongolekta ng mga clamshell o yung mga taklobo. Dahil yan po ay ipinagbabawal ng ating RA 9147 o yung Wildlife Act of the Philippines at mangyari lamang po na wag po tayong maniwala sa mga sabi-sabi ng mga gusto magka-pera din diyan na may buyer diyan sapagkat hanggang sa ngayon ay walang ini-issue na permit ang PCSD sa sinuman tao para kumuha o mangolekta ng ganyang klaseng shells sa ating karagatan.” Dagdag ni Jovic Fabello, Spokesperson ng PCSD.
