The Palawan Provincial Government’s Sangguniang Panlalawigan is pushing for the creation of the Palawan Climate Resilience Center (PCRC), under the management of the Provincial Disaster Risk Reduction and Management Office (PDRRMO).
This effort is detailed in Proposed Resolution No.1246-23, authored by Board Member Ryan D. Maminta during the August 15, 2023 regular session. The resolution urges the Provincial Disaster Risk Reduction and Management Office (PDRRMO) to examine and contemplate the establishment of the Palawan Climate Resilience Center (PCRC) under its jurisdiction.
According to Maminta, the primary objective of the proposed center is to enhance the readiness and resilience of every community in the province. The PCRC is envisioned to serve as a hub for research, policy formulation, and coordination, aimed at helping the province achieve climate and disaster resilience.
“The PCRC will serve as a hub for research, policy formulation, and coordinating arm of the Provincial Government in fulfilling its duty to achieve climate and disaster resilience across the province,” Maminta explained.
Furthermore, the board member emphasized that despite Palawan not experiencing certain natural disasters like earthquakes, the provincial government should still focus on this aspect to ensure preparedness.
“It’s timely, even though Palawan is not prone to disasters like other places claim to be, we still need to be prepared for the present and the next generation,” he added.
Furthermore, the provincial administration has set aside funds for the PCRC, drawn from the 5% Disaster Reduction Management Fund within the PDRRMO.
Simultaneously, during the assembly, Board Member Ariston D. Arzaga proposed that the welfare of the agriculture sector be taken into account in the PCRC’s implementation. This is crucial to safeguarding the well-being of farmers and fishermen, given the climate and weather reliance of their activities and farming systems.
The proposal mentioned has been directed to the Committee on Disaster Management and the Committee on Appropriations for a thorough examination, in collaboration with pertinent experts.
