Binuo ng Pamahalaang Panlalawigan ng Palawan ang Strategic Communication (STRATCOM) Cluster na pinangunahan ni Provincial Information Officer at dating Board Member Winston Arzaga at katuwang ang Public Affairs Office ng Western Command na si LTC Stephen Penetrante.

Ito ay isang stratehiya alinsunod na national task force na binuo ni Presidente Rodrigo Duterte na naglalayong wakasan ang insurgency.

Sa pahayag ng Pamahalaang Panlalawigan ang pagbuo ng STRATCOM ay alinsunod sa Executive Order No. 70 ni Pangulong Rodrigo Roa Duterte na naglalaman ng kautusan sa pagbuo ng National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC) ay sinimulan na ng Provincial Government ang inisyatibo ma-organisa ang isa sa labindalawang cluster na nakapaloob sa nasabing batas.

Ang pagpupulong ay ginanap nitong ika10 ng Setyembre sa Likas Conference Room, Headquarters, WESCOM, Camp General Artemio G. Ricarte, Bgy San Miguel, Puerto Princesa City.

“Sa Cluster na ito ay layunin na maibigay ang tamang impormasyon na kinakailangan ng mga mamamayan at maiparating ang mga programa ng gobyerno na kapaki-pakinabang sa kanilang mga komunidad. Sa pamamagitan nito ay mapipigilan ang mga rebeleng grupo na malason ang kaisipan ng mga mamamayan sa mga liblib na komunidad upang sila ay di sumanib sa mga grupong nabanggit ,” sabi ng Pamahalaang Panlalawigan sa kanilang inilabas na pahayag nitong ika 11 ng Setyembre.

Anila, na naniniwala si Pangulong Duterte na ang good governance ang tanging makakasugpo sa problema sa insureksyon na kinakaharao ng bansa.

“Plano ngayon ng grupo ng STRATCOM na magsagawa ng malawakang Information Dessimination Campaign sa buong lalawigan ng Palawan, upang maihatid ang mga tamang impormasyon sa mga mamamayan sa pamamagitan ng pagkakaroon ng mga aktibidades sa mga paaralan, pagsasagawa ng interbyu sa mga radyo o telebisyon maging sa print media, katuwang ang mga opisyales sa mga barangay upang sila ay magkaroon ng mga programa sa kanilang mga komunidad,” ayon sa payahag ng Pamahalaang Panlalawigan.

Ang STRATCOM Cluster ay nasa ilalim ng Presidential Communications Operations Office (PCOO). Ito ay binubuo ng mga nasyonal na ahensya ng gobyerno, sector ng kabataan at iba pang law enforcement agencies. Kabilang dito ang Department of Interior and Local Government, Philippine Information Agency, Provincial Police Office, National Commission on Indigenous People, Department of Education, Department of Agrarian Reform, Sanguniang Kabataan, Department of Agriculture, Department of Labor and Employment, Provincial Social Welfare and Development, National Intelligence Coordinating Agency, at Department of Trade and Industry.
