“In view of the declaration of a State of National Calamity (Presidential Proclamation No. 1077, S. 2025), the prices of basic necessities are hereby automatically frozen at their prevailing levels, effective for the duration of the condition that brought about the declaration, but not exceeding sixty (60) days. This price freeze bulletin is issued pursuant to Section 6 of Republic Act No. 7581, otherwise known as the ‘Price Act,’ as amended,” the DTI said.

It explained that the price freeze was immediately in effect upon the declaration of state of calamity based on the DTI’s consumers’ advisory.

On November 6, 2025, President Ferdinand R. Marcos Jr announced that he approved the declaration of a national state of calamity amid the devastation of Typhoon Tino.

Covered by the price freeze were canned fish and other marine products, processed milk, coffee, laundry/ detergent soap, candles, bread, iodized salt, instant noodles and bottled water.

It warned that unscrupulous business owners and violators “shall suffer the penalty of imprisonment of not less than one year nor more than 10 years, or a fine ranging from Php5,000.00 to Php1,000,000.00, or both at the discretion of the court aside from the applicable administrative penalties.”

It further said that DTI Mimaropa will conduct intensified price and supply monitoring of basic necessities under their agency’s jurisdiction.
