One Palawan Movement: Mga government employees na nangangampanya, ireklamo sa COMELEC

Hinihikayat ng One Palawan Movement ang kanilang mga taga-suporta na bantayan at isumbong ang mga kawani ng gobyerno, partikular na ang mga ‘appointed government employee’ na sumasali sa pangangampanya para sa nalalapit na botohan sa plebisto kaugnay sa paghahati ng Palawan sa tatlong probinsya.

“Hinihikayat namin yung mga supporter ng One Palawan yung mga taga munisipyo na picturan o bidyohan at ipadala para may pruweba na sila (mga kawani ng gobyerno at appointed officials) ay kumikilos pa. Kasi ang unfair iyan sa taong bayan. Pondo ng bayan yung ginagamit at palagay ko yung mamamayan ayaw na makita na yung buwis ng bayan ay nagagamit sa ganyang paraan,” pahayag ni Cynthia Sumagaysay-Del Rosario.

Dagdag pa ni Del Rosario, malinaw umano na binanggit ng COMELEC na ang pinapayagan ay yung mga halal na opisyal pero ang mga empleyado ng gobyerno ay ipinagbabawal na mangampanya.

“Sa presscon ng COMELEC na ang mga elected official puwede daw mangampanya pero yung mga appointed government employee mga sweldado ng bayan ay bawal. Halimbawa mga staff ng PIO (Provincial Information Office), empleyado ng kapitolyo ang puwede [lang] nilang gawin ay bumoto,”

“Simula Feb. 11 dapat hindi na sila makikita so puwede ireklamo dito sa Provincial COMELEC, at pag hindi umaksyon yung provincial, COMELEC sa national.”

Iba naman ang naging tugon dito ng Pamahalaang Panlalawigan, dahil mayroon umanong resolusyon na inilabas ang COMELEC na pinahihintulutan sila na magpahayag ng kanilang opinyon at pagsuporta sa plebisito.

“Mali yan, mayroon COMELEC resolution diyan na Government personnel ibig sabihin employees ay allowed to express their opinions dito sa plebisito, deniclare yan, allowed yan. Yes pinapayagan permanent ka or temporary, casual, contractual allowed ka to participate. Baka hindi nila nababasa yung ganyang COMELEC resolution, tingnan nila bago sila magbigay ng ganyang statement,” Winston Arzaga, Palawan Provincial Information Officer.

Sa press conference noong Pebrero 11 ay binanggit ni COMELEC Commissioner Antonio Kho Jr. na bawal makisali sa pangangampanya ang mga kawani ng gobyerno, subalit pinapayagan naman ang mga halal na opisyal dahil ‘political’ ang katangian ng kanilang tanggapan.

“My understanding is that government employees appointed are prohibited to engage in any electoral activity except to vote. Nandiyan yan sa civil service rules natin [na] bawal silang mag-engage in the campaign. Yung mga elected naman, they are elected by the people [and] political ang nature ng office nila. The Supreme Court already mentioned that they are not prohibited to join in the electoral campaign except those which are appointed.” Paliwanag ni Antonio Kho Jr., COMELEC Commissioner.
