Water Supply Improvement Project II ng PPCWD, mapapakinabangan na

Pinasinayaan nitong Hunyo 2, 2022, ang bagong proyekto ng Puerto Princesa City Water District (PPCWD) na Water Supply Improvement Project II na matatagpuan sa Lapu-Lapu Treatment Facility, Brgy. Montible, Puerto Princesa, City.

Dumalo sa nasabing aktibidad sina Puerto Princesa City Mayor Lucilo R. Bayron, Vice Mayor Nancy Socrates ilang mga Konsehal maging ang Presidente and CEO ng Development Bank of the Philippines (DBP) Emmanuel G. Herbosa at Executive Vice President ng Bank of the Philippine Islands (BPI) Jose Martin S. Barroquillo at iba pang kilalang personalidad.

Ang naturang proyekto ay maaring makapag suplay ng mahigit 80-M litro ng tubig kada araw sa lugar ng poblacion sa lungsod liban na lamang umano sa mga barangay sa kanayunan.

Ayon kay PPCWD General Manager Walter J. Laurel, mahigit dalawang taon ang inabot bago matapos ang proyekto at ito ay nagkakahalaga ng mahigit ₱780-M na pansamantalang inutang sa banko at 10% umano ng kabuuang pondo nito ay nanggaling mismo sa kanilang tanggapan.

“The total project is around ₱780,000,000.00 kasama yung ating equity for this project…yong DBP and BPI ang nag-finance…mahigit ₱400,000,000.00 ang sa DBP at mahigit ₱200,000,000.00 naman ang sa BPI…10% as part ng equity [share] ng Water District,” ani ni Laurel

“This water saytem project will serve yong 38 na contiguous barangay doon sa City proper…so that is from Brgy. Iwahig bukana to Brgy. Sta. Lourdes,” dagdag pa ni Laurel

Noong 2015 ay sinimulang pag planohan ng PPCWD ang proyekto at taong 2019 naman ito na-aprobahan at inabot ng mahigit dalawang (2) taon bago natapos ito dahil sa pinasalang iniwan ni bagyong Odette noong nagdaang taon habang itinatayo ito.

Ayon naman kay Mayor Lucilo R. Bayron, matagal na umano ninanais ng City Government ang naturang proyekto at lubos na nagpapasalamat ito sa pamunuan ng PPCWD sa pagsasakatuparan nito.

“Talagang matagal na naming pangarap ito na magkaroon nang expansion na ito dito [Lapu-Lapu Treatment Facility] na program ng Puerto  Princesa Water City District (PPCWD),” ani ni Bayron

“Kasi ang problema talaga kapag mayroon water interruption or water shortage hindi lang water district ang sinisisi…unang sinisisi ay yong mayor…pambihirang mayor ito wala nanamang tubig…kaya masaya na kami na nangyari ito we’re very happy and we are very thankful,” dagdag pa ni Bayron

Plano din umano ng PPCWD nag mag tayo ng karagdagang impounding dam sa Campo Uno sa Brgy. Irawan at Sta. Lucia sa tulong ng USAID na magsasagawa ng ilang pag-aaral kung posible pag-imbakan ng suplay ng tubig tuwing panahon ng tag-init na maari maging solusyon sa kakulangan ng suplay.

“We’re looking at building an impounding dam doon sa Campo Uno that is in [Brgy.] Irawan…medyo may potential kasi na mag-impound ng ating water requirement[s] for 2 or 3 months pag summer season…so iyon ang tinitignan natin and we are assisted by the USAID Safe Water Project na sila ang mag c-counduct ng feasibility study for the project,” ani ni Laurel

“So napag-usapan din namin before yong impounding sa [Brgy.]Sta. Lucia…so man made lake kung p-puwede mag store tayo ng tubig doon kung p-puwede and then pag summer doon tayo mag d-draw as additional source kasi alam naman natin pag summer most of our rivers ay nababawasan yong flow,” saad ni Laurel

“Mag d-dam tayo between 25 to 30 meters ang height para makapag ipon ng tubig during the rainy days and then pag summer iyon ang gagamitin natin…so ongoing yong aming usapan at actually hindi na namin aantayin yong 2-3 years…but we’re looking at possible additional sources,” dagdag pa ni Laurel

Para kay Mayor Bayron, dahil sa laki at lawak ng lungsod problema umano ang pag suplay ng tubig lalo na sa mga malalayong barangay.

“So kanina…briefing ako ni Manager Walter sabi niya we [can] now have a total of 80-M liters [water] available per day to serve the people of Puerto Princesa…pero ito ay p-puwede lang mag serve doon sa Poblacion…sa mga rural barangays hindi po kasali kasi po distances from the poblacion to the rural barangays ay talaga naman po medyo malayo din,” ani ni Bayron

Ayon naman kay Laurel, mayroon nang nakalatag na mga programa at proyekto sa lahat ng barangay at problema lamang umano ang kakulangan sa pondo upang maisakatuparan ito.

“Actually mayroon na kaming program of works for all barangays…iyon nga lang hindi namin ma-implement all at once dahil wala kaming pondo para doon,” ani ni Laurel

“Alam mo naman yong water systems sa barangays ano yon eh palugi iyon hindi talagang kumikita…pero part iyon ng ating public service na mag-provide…so ngayon ongoing iyon yong ating project sa [Brgy.] Bacungan, Salvacion, Luzviminda at Sta. Lucia,”

Samantala, nangako naman ang pamunuan ng PPCWD na walang taas singil ng bayarin sa tubig hanggang taong 2030 dahil sa kaliwat-kanang mga proyekto na kanilang itinatayo.

“We commit sa City Government na the next 15 years [ay] walang increase…so ito ay nilakad namin noong 2015…so hanggang 2030 we will strive na to impose additional water rates na tataas na mula sa kasalukuyang sinisingil natin ngayon infact nagbawas pa…noong 2019 from ₱280 naging ₱270 nalang tayo,” saad ni Laurel
